Olinia: Mexico’s New Electric Car Startup Challenging Chinese Dominance

Mexico City – Olinia, a Mexican startup backed by the government, is preparing to unveil its first electric vehicle prototypes in June, as it seeks $200 million in private investment to begin production. The company aims to transform urban transportation with low-cost electric vehicles, a project championed by President Claudia Sheinbaum.

Roberto Capuano, Olinia’s CEO, stated that engineering work on the prototypes is expected to be completed by the end of March. Following this, initial manufacturing and testing phases will commence, which Capuano believes will accelerate negotiations with potential investors by allowing them to review the technical specifications. “This project has no precedents in the country. The reason it has so much eloquence is because the business opportunity is highly attractive,” Capuano said, referencing his prior role directing the Metrobús system under Sheinbaum when she was the head of government of Mexico City.

Olinia’s emergence comes as Mexico experiences an influx of Chinese electric vehicles. The company’s business model draws parallels to China’s state-supported approach to fostering its own electric vehicle industry, though Capuano acknowledges Mexico currently lacks the technological infrastructure and large-scale resources that underpinned China’s success.

The initial Olinia lineup will consist of two models: a passenger vehicle capable of carrying up to six people, and a cargo vehicle with a capacity of two passengers and 600 kilograms of goods. A third, faster prototype is planned for future development, with the company initially targeting the motorcycle and taxi markets for short urban trips. Capuano described the vehicles as falling into a new category: “urban light vehicles of low and medium capacity,” a currently unoccupied niche in the Mexican market.

Sheinbaum has actively promoted Olinia, featuring it in her daily press conferences and on her TikTok account, with plans to begin sales of the first models in early 2027. The government has already allocated some funding to the project, including less than 50 million pesos in initial funding last year, and recently approved additional funds for research and development totaling 100 million pesos. Olinia has also received 175 million pesos from the Secretariat of Energy and LitioMx, the state-owned lithium company, to construct a battery pack manufacturing plant.

Capuano estimates annual sales of 100,000 vehicles and emphasizes that the government’s role is to act as a catalyst, while private investment will be crucial for establishing the supply chain and providing working capital. The vehicles are expected to have a top speed of 50 kilometers per hour and a price point of approximately 150,000 pesos (roughly $8,400 USD).

Olinia is not the only Mexican company pursuing electric mini-vehicles. Zacua, a private firm specializing in urban electric vehicles, already exists, but its production volumes remain limited due to its focus on manual, artisanal manufacturing.

The launch of Olinia coincides with a shifting global automotive landscape. While electric vehicle sales are rising in Mexico and Europe, demand has slowed in the United States following the removal of tax incentives. The Mexican government is offering incentives to encourage electric vehicle adoption, including tax deductions equivalent to almost 90% of the vehicle’s value through 2030, and the CFE is offering special electricity rates for EV charging.

Capuano indicated that potential purchase orders from the federal and state governments could aid drive initial sales. He also stated that Olinia does not intend to create a monopoly in the mini-mobility market, anticipating competition from Chinese or Indian electric vehicle companies.
