Ohio Announces $6 Million for Appalachian Workforce and Economic Development

Federal POWER Initiative Funding Targets Appalachian Coal Communities

The funding originates from the federal Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. This program is designed specifically to address coal-related job losses throughout the Appalachian region. According to Governor DeWine, the state has a responsibility to invest in communities that powered Ohio and the nation for generations as the economy evolves.

This latest round marks the largest investment by the Appalachian Regional Commission (ARC) under the POWER Initiative since its launch in 2015.

“For generations, the hardworking people of Appalachia have helped power both Ohio and the nation as a whole—building strong communities around industries that were essential to our growth,” Governor DeWine stated.

Specific Projects and Regional Economic Strategies

The newly announced grants target five distinct projects focused on long-term regional stability. The initiatives span several core areas:

• Creating targeted training programs to increase overall workforce resiliency.
• Building strong student-to-career pipelines connecting local youth with emerging industries.
• Executing crucial infrastructure improvements to allow for the physical expansion of local manufacturing and industrial employers.

Lt. Governor Tressel emphasized the connection between local talent pools and global competitiveness. “A strong economy starts with a strong workforce, and that means giving all Ohioans the skills and opportunities they need to succeed,” Tressel noted. These investments aim to connect residents with good careers while helping regional employers build capable rosters.

Collaborative Framework and Regional Administration

The Governor’s Office of Appalachia—a division housed within the Ohio Department of Development—worked alongside local development districts throughout Ohio’s Appalachian counties. This collaboration helped identify viable projects and guided municipal leaders through the federal application process.

Director Mihalik pointed to multi-sector cooperation as the foundation for the region’s recent progress. “The lasting economic growth we’ve seen across our state these past eight years only happens when communities, employers, educators, and workforce partners are all working toward the same goal,” Mihalik stated.

At the federal level, ARC Federal Co-Chair Gayle Manchin highlighted the resilience of coal-impacted populations. “The investments announced in this round of POWER will build upon their hard work by expanding job training opportunities and attracting new industries as our 13 states continue to push toward the next era of Appalachian prosperity,” Manchin explained.

As these training pipelines and infrastructure upgrades move forward, municipal leaders, regional planners, and local educational institutions are coordinating with workforce development professionals to deploy the capital effectively across the 365 targeted counties.
