NRF Lawyers Ranked in Tamarindo’s Legal Power List 2026 – Clean Energy & Infrastructure

Three Norton Rose Fulbright lawyers have been recognized on Tamarindo’s 2026 Legal Power List, a guide identifying the 100 most influential legal professionals in the clean energy and infrastructure sectors. The list, released today, includes partners Raquel Bierzwinsky (New York), Becky Diffen (Austin), and Rob Marsh (London).

Tamarindo’s annual list highlights lawyers who are driving progress in the energy transition through complex deals, innovative legal structures, and support for high-performing projects, according to the firm. Founded in 2011, Tamarindo provides intelligence on the energy transition to a global audience.

Raquel Bierzwinsky advises clients on project development and finance, international finance, and mergers and acquisitions. She represents a diverse range of stakeholders – including project developers, sponsors, commercial lenders, investment funds, and multilateral and bilateral agencies – in structuring and negotiating complex, multijurisdictional energy, infrastructure, and mining project financings, as well as corporate financings and acquisitions. Bierzwinsky is admitted to practice law in both New York State and Mexico, according to Norton Rose Fulbright.

Becky Diffen brings 25 years of experience in the renewable energy industry to her practice, focusing on mergers and acquisitions, joint ventures, and project development related to renewable energy, energy storage, and other energy transition technologies. She is also an adjunct professor at the University of Texas School of Law, teaching Wind and Solar Law, and is President-elect of the national Women of Renewable Industries and Sustainable Energy organization.

Rob Marsh, Global Co-Head of Energy at Norton Rose Fulbright, has advised sponsors, investors, and lenders for 25 years on all aspects of projects in the energy sector. His expertise encompasses both established technologies like onshore and offshore wind and solar, as well as emerging solutions such as green hydrogen, sustainable aviation fuel, and carbon capture technologies.

The fifth edition of Tamarindo’s Legal Power List profiles all honorees. According to a Norton Rose Fulbright press release, the list recognizes lawyers who handle complex investment deals, support high-performing projects in new or established markets, or create innovative legal structures that shape industry strategy and influence the broader sector.

In 2024, Chambers Latin America recognized Bierzwinsky for her work in Project Finance, while Mark Baker and Charles Johnson were recognized for their expertise in International Arbitration and Banking & Finance, respectively. Latinvex also named Bierzwinsky to its 2025 Latin America’s Top 100 Female Lawyers list for project finance.
