New Owner Purchases Valley West Mall for $11 Million and Plans Mixed-Use Redevelopment
Threshold Capital and Threshold Development purchased the 58-acre Valley West Mall property in an $11 million deal that closed on Monday. Led by President and CEO Brian Martin, the firm plans a mixed-use redevelopment, though the project currently faces legal hurdles regarding an existing lease held by JCPenney.
Acquisition Details and the Path to Demolition
The 865,000-square-foot West Des Moines property changed hands after entering foreclosure and spending time in receivership under Watson Centers Inc., which failed to make loan payments totaling nearly $3.5 million to U.S. Bank. Brian Martin, doing business as Project 1551 LLC, acquired the site with ambitions to clear the way for a major overhaul. However, demolition cannot begin until ownership addresses provisions in JCPenney's nearly 50-year lease.
The remaining lease, which runs through 2032, grants the retailer authority to restrict modifications ranging from parking adjustments to structural changes and demolition. To challenge these restrictions, Martin filed a lawsuit in Polk County District Court on Monday, asking the judiciary to determine whether an agreement drafted for a thriving 1975-era mall should continue to bind the property today.
Redevelopment Vision and Fiscal Projections
If the court rules in favor of the developer, internal demolition could begin as early as December, with exterior work following in the spring. While final blueprints remain under refinement, preliminary concepts place the total project cost between $300 million and $350 million across an eight- to 10-year build-out timeline.
West Des Moines Mayor Russ Trimble noted that municipal officials aim to secure a development agreement with Martin by the end of December. The city views the corridor along University Avenue from Valley West Drive to 50th Street as a prime metro location requiring revitalization. The current footprint hosts roughly 18 occupied tenant spaces out of 138 total, reflecting an 80% reduction in assessed value since 2005 down to $19.8 million.
Future Corridor Impact and Next Steps
Martin intends for the site to feature a blend of retail, indoor and outdoor entertainment, and residential spaces, anchored by unique water and lighting features. The broader strategy envisions the property acting as the catalyst for comprehensive corridor redevelopment in West Des Moines.
Remaining mall tenants have received notification regarding the change in ownership, though formal vacate notices have not yet been issued. Stakeholders await the Polk County District Court’s decision on the JCPenney lease provisions to determine whether the multi-hundred-million-dollar transformation can break ground ahead of the 2032 lease expiration.
