Morocco Mobile Market: 59.16M Subscribers by End of 2025 – Key Trends & Operator Stats

Morocco’s mobile phone market reached 59.16 million subscriptions by the complete of December 2025, marking a moderate 1.50% annual increase, according to recent data. The growth comes amidst a competitive landscape between operators, though with differing dynamics across market segments.

The national mobile telephony subscriber base stood at 59.16 million at the close of the fourth quarter, a figure impacted by operator efforts to refine their subscriber lists by identifying and removing inactive lines. This contributed to a 3.23% quarterly decline from the 61.14 million peak reached in the third quarter. The penetration rate is currently 160.65%.

Competition remains fluid among the three major players. Inwi leads with 34.12% of the total market share, representing 20.185 million subscribers. Orange Maroc holds the second position with 33.59% and 19.871 million lines, while Maroc Telecom follows with 32.29% and 19.107 million subscriptions.

The postpaid segment, considered a key indicator of market value, continues to grow, reaching 8.26 million subscribers by the end of December 2025, up 7.83% from 7.66 million a year earlier. This segment now accounts for 14.0% of the total subscriber base, compared to 13.1% at the end of December 2024. Inwi is the leading postpaid operator with 2.987 million subscribers, ahead of Maroc Telecom (2.715 million) and Orange Maroc (2.557 million). Notably, Inwi experienced a slight quarterly decrease in this segment between September and December 2025, falling from 3.024 million to 2.987 million, while Maroc Telecom and Orange Maroc continued to gain subscribers.

The prepaid segment, with 50.904 million subscriptions as of December 2025, saw a slower annual growth rate of 0.55%, suggesting market saturation. Orange Maroc leads the prepaid market with 34.01% share (17.314 million lines), closely followed by Inwi at 33.78% (17.197 million) and Maroc Telecom at 32.21% (16.392 million). This segment is particularly sensitive to seasonal fluctuations, including summer tourism and remittances from Moroccans residing abroad.

The gap between Orange Maroc and Inwi remains narrow in the prepaid segment. While Inwi did not surpass Orange Maroc by year-end, the observed trend suggests a potential shift in the hierarchy in the coming quarters.

Outgoing voice traffic experienced a significant decline in the fourth quarter of 2025, totaling 9.472 billion minutes, a decrease of 7.88% quarterly and 15.21% annually. Average monthly usage per mobile customer fell to 58 minutes, down from 68 minutes in the same quarter of the previous year. This trend aligns with a global shift away from traditional voice calls towards Voice over IP (VoIP) applications like WhatsApp, which has fundamentally altered communication patterns among Moroccan users.

SMS usage likewise continued its decline, with 384 million messages sent in the fourth quarter of 2025, down 14.15% year-on-year. While there was a temporary rebound in the second and third quarters (+2.38% and +4.17% respectively), the final quarter erased those gains with a 3.92% drop. SMS is now primarily used for authentication and automated notifications, with interpersonal communication largely migrating to instant messaging.

Mobile number portability continues to indicate strong competition between the three operators. A cumulative total of 2.058 million porting requests were filed by the end of December 2025, a 9.29% increase year-on-year, with 1.610 million requests successfully completed (+9.50%). The National Telecommunications Regulatory Agency (ANRT) guarantees processing within 48 hours for complete applications, with 22% of requests failing in the fourth quarter due to non-compliant porting mandates submitted by customers.

Mohamed Benchaâboun was recently appointed President of the Maroc Telecom Management Board, according to Capmad.com. This appointment comes as the company navigates the evolving Moroccan telecommunications landscape, including the expansion of 5G services which now reach 38% of Moroccans, contributing to a decline in traditional call and SMS usage.
