Rehabilitation Centers in Campania | Villa Alba, Villa Silvia & Montesano

Employees at two rehabilitation clinics in Salerno province, Villa Alba in Cava de’ Tirreni and Montesano in Roccapiemonte, have not received their January salaries, according to reports surfacing on February 23, 2026.

The facilities, both operated by Silba Spa, provide socio-healthcare assistance to elderly and fragile patients. The payment delays are coupled with concerns about reduced staffing levels, leading to increased workloads for those still employed. Sources indicate frequent reliance on double shifts and the use of “banca ore” – a system of banked hours – to manage labor demands, raising questions about organizational clarity and contractual compliance.

The situation at Villa Alba and Montesano is further complicated by a reported shortage of nursing staff and a lack of replacements for employees who have left their positions. This staffing deficit is occurring alongside internal reorganization plans, including the potential opening of a new ward, adding to the strain on existing resources.

Silba Spa’s network of rehabilitation centers includes Villa Silvia, in addition to Villa Alba and Montesano. The company is headquartered in Cava de’ Tirreni, with a registered office at Via Pasquale Atenolfi, 53.

These clinics previously faced budgetary constraints as early as 2022, when they exhausted their allocated funds from the local health authority (ASL) and were forced to suspend services under their accreditation agreement. At that time, the facilities had been accommodating patients referred from hospitals in Salerno, including the San Giovanni di Dio e Ruggi d’Aragona University Hospital and the Cava de’ Tirreni hospital, operating at capacity within the limits of their contracted agreements with the ASL.

In 2022, the director of the facilities indicated that contracts had been reduced in previous years, despite the operational capacity of the structures and that administrative appeals were underway. The director similarly expressed hope for an integrative contract from the ASL to address the demand and reduce waiting lists, emphasizing the strategic importance of the Silba group’s facilities.

As of February 28, 2026, neither the ASL Salerno nor Silba Spa have issued public statements regarding the current salary issues or staffing concerns at Villa Alba and Montesano.
