Massachusetts Free Community College Enrollment Surges by 43 Percent

Massachusetts Free Community College Enrollment Surges by 43 Percent

October 26, 2026 Emma Walker – News Editor News

MassBay Community College in Framingham welcomed Governor Maura Healey, Lieutenant Governor Kim Driscoll, and Senate President Karen Spilka to mark a 43 percent enrollment increase across Massachusetts community colleges since 2022, adding approximately 27,000 students under the state’s free community college initiative.

MassBay Enrollment Reaches Record Highs

State data released by the Department of Higher Education shows that enrollment across Massachusetts’ 15 community colleges grew another 3.9 percent this fall, bringing the total to nearly 90,000 students. MassBay Community College recorded a 59 percent surge in enrollment since the tuition-free program launched, reaching an all-time high of 5,555 students. Half of the student body at MassBay now benefits from the free community college program.

Governor Healey toured nursing classrooms and health sciences labs during the visit alongside Lieutenant Governor Driscoll and Senate President Spilka. They met with students and administrators to examine training pathways for healthcare and professional fields.

“We made community college free because everyone in Massachusetts deserves the opportunity to get a great education and a good-paying job without taking on crushing debt. And it’s working,” Governor Healey stated.

Massachusetts Makes Community College Free for All Residents

When Governor Healey took office, she initially pledged to make community college free for residents age 25 and older. The Legislature supported the rollout in her first year, and the administration subsequently expanded the program to all state residents regardless of age. The initiative covers the full cost of tuition and mandatory fees while providing eligible students with financial assistance for books and supplies.

The program’s reach is reflected in federal grant participation. The number of Massachusetts community college students receiving federal Pell Grants grew from approximately 22,000 in 2023 to 38,000 in 2025.

“For too long, many of our residents looked at college and thought, ‘I wish.’ Today, because of our commitment to universal free community college and investments in affordability and access, more are saying, ‘I will,'” Senate President Spilka said.

Student Retention and Public Higher Education Trends

Beyond initial enrollment spikes, state data indicates improvements in student retention and credit completion. The share of community college students returning for a second fall semester rose to 62.2 percent statewide. Meanwhile, the proportion of students completing their credits on time climbed to 40.3 percent.

Public higher education enrollment across Massachusetts grew for the fourth consecutive year, reaching nearly 176,000 undergraduate students in preliminary fall 2026 data. This total includes a 2.2 percent undergraduate increase across the state’s public university system, marking the first enrollment gain at the nine state universities since 2013.

MassBay has aligned its program offerings with regional labor demands by expanding its Center for Health Sciences, Early Childhood, and Human Services. The facility offers training for nursing, medical assisting, and radiology, alongside a new Diagnostic Medical Sonography program launched this fall.
