Malaysia: Transboundary Haze from Indonesia Forces School Closures

Malaysia: Transboundary Haze from Indonesia Forces School Closures

October 14, 2026 Emma Walker – News Editor News

Thick transboundary smog sweeping across Malaysia from forest and peatland fires in neighboring Indonesia has forced an expansion of school closures, as air pollution surges to unhealthy levels.

Haze Triggers School Shutdowns Across Multiple States

The worsening haze triggered federal orders shutting schools in Melaka, Negeri Sembilan, Selangor, Kuala Lumpur, Putrajaya, and the Rompin district in Pahang. These closures follow earlier shutdowns in Johor and Sarawak.

Authorities are handling the crisis with a patchwork of timelines. Johor extended its statewide school shutdown through Oct. 16, while officials in other affected regions scheduled selective reopenings for Oct. 12 as air quality readings fluctuate.

Critics Challenge New Air Pollutant Index Thresholds

The federal decision to change the Air Pollutant Index closure threshold drew sharp criticism. Anglican Bishop of Sarawak and Brunei Danald Jute charged on Oct. 9 that the revision happened only after the haze spread to Peninsular Malaysia, calling it a glaring double standard.

Public health specialists defended the tighter restrictions. Zainal, a former president of the Malaysian Association of Public Health Physicians, explained that children inhale more pollutants per unit of body weight due to faster breathing rates and narrower airways, elevating their risk of asthma attacks and respiratory infections.

Zainal also cautioned against comparing Malaysia’s API framework directly with Singapore’s Pollutant Standards Index. He noted that Singapore’s PSI 300 serves as a final indoor mitigation escalation rather than an initial protection trigger.

Economic Strain and Daily Life Under Haze

Away from policy debates, families and small-business owners grapple with immediate disruptions. Jacques, a mother of five, said the constant uncertainty over API readings and school reopening dates leaves families frazzled.

In Pontian, sundry shop owner Kek Kim Teck reported that daily earnings dropped from between RM50 and RM70 down to RM30 or less. Thick white smog obscured views of Sumatra across the Strait of Malacca, keeping customers indoors.

Even so, life partially persists. Some weekend events, including night markets and football matches at Sultan Ibrahim Stadium, went ahead as attendees wore masks.

Environmental Groups Demand Diplomatic Intervention to Halt Haze

Environmental groups and civil society leaders are demanding direct diplomatic intervention. Sahabat Alam Malaysia president Meena Raman urged the prime ministers of Malaysia and Singapore to meet directly with the Indonesian president to halt the crisis. She demanded that offending plantation companies be publicly named, penalized, and held legally accountable.

Climate Governance Malaysia chairman Dr Gary Theseira called for an immediate moratorium on open burning and a regional haze emergency declaration. He pointed out that ASEAN’s non-interference policy has stalled resolution.

In Parliament, Deputy Natural Resources and Environmental Sustainability Minister Syed Ibrahim Syed Noh addressed inquiries regarding a potential Transboundary Haze Act. He stated that the ministry had evaluated evidentiary requirements, enforcement jurisdiction, and diplomatic implications.

The primary obstacle remains obtaining coordinates, land ownership data, and proof linking specific fires to cross-border pollution across sovereign borders. Syed Ibrahim noted that the ministry has not yet received official confirmation from the Foreign Ministry or the Plantation and Commodities Ministry regarding Malaysian companies allegedly linked to the fires. However, Greenpeace identified the Kuala Lumpur Kepong Group among entities connected to 2026 fire data in Indonesia.

Upcoming Regional Talks

Foreign Minister Datuk Seri Mohamad Hasan confirmed that the transboundary haze crisis will be raised during the ASEAN foreign ministers’ meeting ahead of the bloc’s 49th Summit in Manila.
