The tension between empirical data and visual impact became acutely visible following events in the Spanish enclave of Ceuta. At the end of July, more than 72,000 individuals crossed from Morocco into the small territory, though the vast majority subsequently departed. Spanish authorities estimated that approximately 12,000 individuals, including minors, remained on the ground in the enclave following the surge.

Contrasting Favorable Frontex Data Against Enclave Surges

The events in Ceuta unfolded against a backdrop of statistically significant declines in overall unauthorized entries across the European Union. Data published by Frontex earlier in July revealed that unauthorized border crossings into the bloc dropped by nearly 40 percent during the first five months of 2026 compared to the same period in the previous year. The agency recorded roughly 39,000 unauthorized crossings during those initial five months, attributing the decrease to sustained cooperation with partner nations and preventative measures implemented in key departure countries.

To contextualize these figures within recent years, Frontex reported approximately 178 thousand attempted unauthorized crossings of the EU’s external borders in 2025. That figure represented a 26 percentage point decrease compared to 2024. These totals remain well below historical highs, such as the 1.82 million attempted crossings recorded in 2015, though higher than the 72,4 thousand recorded in 2012.

New EU Security Strategy and Return Mechanisms

In response to localized vulnerabilities highlighted by the Ceuta influx, a targeted strategy was introduced to fortify external borders and streamline administrative processes. The newly unveiled plan prioritizes accelerated repatriation protocols for individuals determined to lack a legal right to asylum within the member states. The framework also integrates enhanced early-warning architectures intended to detect emerging migration pressures before they materialize as large-scale arrivals.

Brunner emphasized that closing the gap between statistical progress and public perception requires strong preventative systems and rapid execution capabilities.
