A Guide for New Mayors: “The Local Elected Official’s Toolbox” Aims to Equip Future Leaders
With municipal elections approaching next March, a new resource is available to help candidates navigate the complexities of local governance: “The Local Elected Official’s Toolbox,” published by Éditions Dunod. Released at the end of november coinciding with the Association of mayors of France congress, the 190-page book, priced at €26.90, is designed to support those frequently enough feeling overwhelmed by evolving rules, standards, and legislation.
The book is the result of a collaboration between Frédéric Dosquet, known for his structured writing style, and Lionel Camblanne, a former mayor with firsthand experience of the learning curve faced by new officials. Camblanne recalls feeling unprepared despite his background at École centrale Lyon when first taking office in Seignosse. “Often, you have to learn on the job, and it takes three to four years to fully master your subject, from the municipality’s budget to tender procedures,” he explains.
“The Local Elected Official’s Toolbox” offers 54 chapters – or “tools” – covering essential aspects of municipal leadership. It provides practical advice, directs readers to relevant resources, and features insights from a diverse range of specialists. Contributors include territorial marketing expert Patrick Cléris, the president of Sarthe Habitat discussing social housing, legal professionals, and experienced mayors from towns like Hagetmau and Sables-d’Olonne.
Notably, the book includes a preface written by Alain Juppé, further emphasizing its value as a foundational resource for aspiring and newly elected officials preparing for their mandates. The “Toolbox” aims to provide candidates with the essential bases needed to succeed in their roles and effectively serve their communities.
