Loan Growth 2025: Recovery & Financing Costs
Spain’s Instituto de Crédito Oficial (ICO) is channeling European Union recovery funds into a series of loan programs aimed at bolstering small and medium-sized enterprises (SMEs) and entrepreneurs, with a particular focus on green initiatives. The effort, part of the broader Plan de Recuperación, Transformación y Resiliencia (PRTR), seeks to modernize the Spanish economy and foster job creation.
The ICO is managing several lines of credit, including the Línea ICO Verde, the Línea ICO Empresas y Emprendedores, and the Línea ICO Vivienda. These initiatives are designed to provide financial support through direct funding, mediation via financial institutions, and acquisition of debt titles issued by companies. AXIS, the ICO’s venture capital subsidiary, is too involved through equity investments.
The loan programs are not intended for refinancing existing debt, restructuring financial obligations, or covering costs already subsidized by other European funds, loans, or guarantees. Eligibility extends to Spanish-registered private companies and self-employed individuals.
In 2025, several financing options are available to Spanish SMEs. For general use, a 7(a) loan backed by the Small Business Administration (SBA) offers competitive rates, though it involves a more extensive application process. For real estate or heavy equipment purchases, the SBA 504 program provides fixed rates over 10, 20, or 25 years, currently around 6%. Businesses seeking flexible working capital can access commercial lines of credit, with options like Bluevine offering up to $250,000 at rates as low as 7.8% for qualified applicants – those with a FICO score of at least 625 and monthly revenues exceeding $10,000, operating for over a year.
For companies needing funds quickly, online term loans are the fastest route. OnDeck, for example, provides loans up to $250,000 and lines of credit up to $200,000, typically requiring a FICO score of 625, annual revenues above $100,000, and at least one year in business.
The ICO’s efforts are part of the NextGenerationEU plan, a broader initiative by the European Union to support member states’ economic recovery. The PRTR outlines a roadmap for modernizing Spain’s economy, promoting sustainable growth, and addressing social and gender inequalities.
While financing activity largely concluded in 2025, loan growth is recovering, financing costs remain a factor for Spanish businesses.
