LO and Unio Strike Hits Oslo Nursing Homes Over Pension Dispute
A labor strike at Diakonhjemmet in Oslo escalated as negotiations broke down over pension agreements. According to employer association Spekter, the labor organizations LO and Unio initiated what officials termed a regrettable and sad work stoppage after talks failed at the state mediator’s office.

The immediate operational fallout centers on three care facilities managed by Diakonhjemmet: Sagenehjemmet, Hovseterhjemmet, and Diakonveien omsorg+.
Pension Disagreements and Shift in Employer Affiliations
At the heart of the labor dispute lies a fundamental disagreement over occupational pension rights following organizational changes.
According to Spekter’s deputy managing director Odd Erik Stende, labor negotiators turned down an offered contribution-based pension scheme featuring first-krone contributions and high rates.
Labor representatives counter that the breakdown stems from broken promises regarding existing benefits.
Line Beate Tollefsen, deputy leader of Fagforbundet, stated that her union fought to preserve pension agreements after Diakonhjemmet altered its employer organization affiliation. When negotiations stalled, a strike became the option. Tollefsen emphasized that union members refuse to accept weakened collective agreements solely because an employer changes organizational standing.
State Mediator Abandons Talks as Unio Cites Breach of Promises
The gap between the negotiating parties proved insurmountable for state mediators.

According to Unio’s strike leader Bård Eirik Ruud, the state mediator Riksmekleren found no basis to submit a compromise settlement proposal. Ruud expressed sharp surprise that Diakonhjemmet enacted what he described as a breach of promises, leaving members deeply disappointed over diminished rights.
While the strike immediately impacts the targeted nursing homes, adjacent sectors avoided similar disruption.
Spekter confirmed that separate negotiations for Diakonhjemmets barnehager (kindergartens) successfully reached agreements, averting any parallel walkouts in the childcare sector. Meanwhile, while LO also broke mediation for Diakonhjemmet stiftelse, labor leaders have not yet deployed personnel from that foundation into active strike.
