As of August 2026, a leaked state grand jury report examining Florida Governor Ron DeSantis’ administration has thrust the “Hope Florida” initiative back into the center of the midterm election cycle, concluding that the state misappropriated $10 million in taxpayer funds from a 2024 health care settlement for political purposes, according to reporting by POLITICO and CBS Miami.

The Origins of the Medicaid Settlement and Diverted Funds

The controversy stems from a 2024 financial agreement. Florida secured a total $67 million settlement with Centene Corp., a vendor managing a portion of the state’s Medicaid program, as reported by CBS Miami. Out of that pool, $10 million was channeled directly to the Hope Florida Foundation, which functions as the charity arm of an initiative helmed by First Lady Casey DeSantis.

From there, the money moved through several intermediary political organizations. According to the grand jury findings detailed by CBS Miami, the funds were split evenly between two nonprofit groups: Secure Florida’s Future and Save Our Society From Drugs. Shortly after, those entities transferred $8.5 million to Keep Florida Clean, a political action committee staffed by James Uthmeier, who served as DeSantis’ chief of staff at the time before being appointed Florida Attorney General.

Keep Florida Clean subsequently distributed $9 million to the Republican Party of Florida and an additional $1.23 million to the Florida Freedom Fund. Chaired by Uthmeier, the latter political committee was dedicated to opposing two measures on the November 2024 ballot—one establishing an abortion right in the state constitution and another seeking to legalize recreational marijuana. Both measures ultimately failed to clear the 60 percent voter approval threshold required for passage.

Legal Hurdles and the Question of Accountability

Despite outlining the flow of cash, the grand jury report did not find sufficient evidence to pursue criminal charges against individuals involved. The panel stated that “nobody will take responsibility for deciding the $10 million of taxpayer money would go to Hope Florida,” noting that virtually everyone involved acted under legal counsel. “We recognize that this would be an impediment to criminal prosecution,” the report notes, adding that investigators could plainly see taxpayer money was misused for political ends.

The investigation also brought scrutiny to Ashley Moody, who served as attorney general when the settlement was authorized and was later appointed to the U.S. Senate by DeSantis. Both Moody and Uthmeier face reelection bids in November. Meanwhile, Alex Lanfranconi, communications director for Governor DeSantis, dismissed the revelations on social media as a “baseless smear” that had been “debunked over and over again,” while asserting that the leak of the confidential grand jury document constituted a crime.

Legislative Origins and Midterm Political Fallout

The grand jury probe originated from legislative inquiries initiated during the 2025 session by state Rep. Alex Andrade, a Pensacola Republican and attorney who chaired the House Health Care Budget Subcommittee. Andrade had previously accused Uthmeier and Jeff Aaron, a lawyer representing the Hope Florida Foundation, of violating state law regarding the settlement and subsequent grants. State Attorney Jack Campbell subsequently issued subpoenas for witnesses last October, keeping the findings hidden until their recent publication by CBS Miami.
