From Niger to Chad: The Evolution of a Government-Backed Initiative
The genesis of the African mission dates back to May 2023, when Gáspár Orbán and State Secretary Azbej Tristan traveled to Niger, according to reporting by Index.
According to documents cited by Index, that office operated under the direct leadership of O. Gáspár. When a political shift in Niger forced a strategic pivot, the focus relocated to Chad, where an Africa Working Group assumed the responsibilities of the previous Coordination Office. The working group included representatives from the Hungary Helps agency, the National Security Office, and multiple government ministries.
Project Manager Authority and Administrative Bottlenecks
Internal records show that Gáspár Orbán’s administrative reach extended deep into bureaucratic decision-making. Documentation indicates that no operational process could advance without his explicit sign-off, earning him the designation “Projektvezető úr” (Mr. Project Manager) within official communications.
Administrative friction occasionally resulted from this centralized command structure. Index reported that when MATE attempted to organize the transport of a ten-member Chadian expert delegation to Hungary ahead of a planned presidential visit, the purchase of flight tickets stalled because Projektvezető úr withheld authorization. Although the delegation eventually completed the trip, the resulting administrative delays prevented MATE from accounting for a portion of the incurred expenses.
Contrasting public statements from government officials have previously generated public debate over the nature of the assignment. Defense Minister Kristóf Szalay-Bobrovniczky asserted in 2024 that Gáspár Orbán is a military officer deployed as a liaison officer under strict chain-of-command orders, stating that the military is not a wish list. Conversely, Minister Mentor Gergely Gulyás later characterized Orbán’s official role in the mission as nonexistent when questioned by journalists.
The Sahel Medical Mission and Budgetary Expansion
The internal paperwork clarifies that the involvement went far beyond diplomatic observation. Running from September 21 to October 5, 2023, the Chad medical mission received an immediate allocation of 100 million Hungarian forints in additional state funding authorized directly by Prime Minister Viktor Orbán to support humanitarian and medical efforts in the Sahel region.
