Latvian authorities are proposing new regulations that would require foreign students to secure a return ticket before entering the country, a measure intended to reduce illegal migration and ensure students leave after their studies. The Ministry of the Interior has submitted draft amendments to the Immigration Law, which would mandate that third-country nationals provide proof of a return flight or sufficient funds to purchase one as a prerequisite for a residence permit.

## Regulatory Changes and Migration Oversight
The proposed policy change targets a perceived gap in current immigration enforcement. According to the Ministry of the Interior, the current system lacks a mechanism to verify that students intend to return to their home countries once their academic programs conclude. By requiring a return ticket, the government aims to prevent foreign nationals from overstaying their visas and transitioning into unauthorized work or residency.

The move follows broader regional efforts to tighten migration controls. Latvian officials have indicated that while international education remains a priority, the integrity of the visa system must be maintained. The requirement is expected to apply specifically to students from countries outside the European Union and the European Economic Area, as these individuals are subject to stricter visa requirements than citizens of the Schengen Area.

Latvian universities have expressed concerns regarding how these logistical requirements might influence enrollment.
