Las Palmas de Gran canaria approves New Urban Hygiene Ordinance
Las Palmas de Gran Canaria, November 6, 2025. The Governing Board of the City Council has approved a new Urban Hygiene Ordinance focused on improving public space cleanliness and waste management within the city. This ordinance reinforces the Council’s commitment to sustainability, public health, and a higher quality urban environment.
The regulations comprehensively address behaviors and obligations related to maintaining clean public spaces and managing non-hazardous domestic and commercial waste, aligning with current European, state, and regional legislation - including Law 7/2022 on Waste and Contaminated Soil and the Canary Islands Comprehensive Waste Plan 2021-2027.
The ordinance is structured into four key areas: general provisions (including municipal collection of certain commercial waste), public space cleanliness (outlining citizen and business responsibilities), municipal waste management (emphasizing source separation for recycling), and inspection/sanctions. A robust sanctioning regime is included, with penalties up to €3.5 million for severe infractions like uncontrolled discharges impacting public health or the environment.
Councilor for Cleaning, Héctor Alemán, stated the ordinance is “a decisive step towards a cleaner, more cared for and sustainable city,” providing a modern tool to improve waste management, reinforce community responsibility, and encourage citizen involvement. He further emphasized that “urban hygiene is a shared responsibility” and this ordinance will help create a more livable and respectful city.
The ordinance will now be submitted to the municipal plenary session for final approval and subsequent publication in the Official Gazette of the Province.
