KSeF Chaos: Polish Housing Associations & Local Governments Face Invoice Surge & Costs

Polish housing cooperatives and local governments are facing a surge in electronic invoices following the nationwide rollout of the Krajowy System e-Faktur (KSeF), a national e-invoicing system. What was once a manageable ten invoices per month for electricity bills has ballooned to 170 for some cooperatives, according to reporting in Dziennik Gazeta Prawna on Monday.

The core of the problem, experts say, isn’t the concept of e-invoicing itself, but the lack of standardized procedures for issuing those invoices. This inconsistency is creating operational chaos for recipients, particularly housing cooperatives and municipalities.

The increase in invoice volume stems from a shift in how energy suppliers are utilizing the KSeF system. Previously, a single invoice might cover multiple metering points within a building or complex. Now, suppliers are issuing separate invoices for each individual meter, as confirmed by Berenika Ratajczak, a spokesperson for Enea S.A., who explained that the adaptation to KSeF requirements necessitated registering each energy consumption point separately.

This change is not merely an inconvenience; it’s adding to administrative burdens and costs. One housing cooperative, managing over 40 residential buildings, reported receiving 170 KSeF invoices after previously receiving a maximum of ten. A tax advisor, Patrycja Kubiesa of KiB, highlighted another issue: some energy suppliers are placing payment deadlines in non-standard fields within the invoice data, preventing automatic integration with accounting systems and requiring manual data entry.

The rising costs associated with KSeF implementation are already being felt by residents. Dziennik Gazeta Prawna reported that one community in the Tricity area increased management fees by over 17 percent, citing KSeF implementation costs as a contributing factor.

Concerns over the KSeF rollout were raised during a February 25, 2026, meeting of the Joint Commission between the Government and Local Government. Representatives from municipalities appealed to the Ministry of Finance for urgent intervention.

Krzysztof Jaros, a legal counsel and manager at MDDP, suggested the current issues may be “growing pains” of the KSeF system, expressing hope that industry standards will emerge over time. However, he cautioned that further disruption is likely after April 1, 2026, when the system’s requirements expand to include most housing cooperatives and communities. The system is being rolled out in stages, with the largest taxpayers subject to the rules from February 1, 2026.

The future impact of KSeF on other utilities, such as heating and cold water, remains a concern for housing cooperatives, as expressed by a bookkeeper of a small cooperative.
