Klaas Knot reflects on his career and European monetary policy

October 30, 2026 Lucas Fernandez – World Editor World

The Evolution of European Monetary Integration

Klaas Knot began a career in economics shaped by classical traditions, eventually joining the Netherlands Bank in 1995 to help prepare for the adoption of the euro. Three years later, Knot participated in creating the euro area department at the International Monetary Fund before returning to the Netherlands Bank to handle financial regulation. The global financial crisis of 2008 and 2009 shifted this role from a financial regulator to a crisis manager overseeing complex bank rescue operations. Following a tenure at the Dutch Treasury focused on institutional reconstruction, Knot was appointed president of the Netherlands Bank in 2011, serving a 14-year term that included participation in over a hundred meetings of the Governing Council of the European Central Bank. During that period, Knot worked with three different presidents of the European Central Bank and presided over the Financial Stability Board from December 2021 until the end of the mandate.

Asset Purchases and the Lender of Last Resort

When Knot assumed the presidency of the Netherlands Bank in the summer of 2011, the European Central Bank faced the initial shocks of a sovereign debt and banking sector crisis. Support was later given to Outright Monetary Transactions announced by Mario Draghi, alongside a rather reserved stance regarding the efficacy of the Securities Markets Programme agreed under the presidency of Jean-Claude Trichet.

Markets began questioning the political integrity of the monetary union and the irreversibility of the euro. Recognizing that monetary transmission cannot be divorced from a lender of last resort function within an incomplete economic and monetary union, support was given to Outright Monetary Transactions under strict budgetary and structural conditions. Although Outright Monetary Transactions were never ultimately activated, the policy permanently reshaped market perceptions of central bank support through deterrence.

Klaas H.W. Knot, former president of the Dutch central bank (and a potential candidate to succeed Christine Lagarde as head of the ECB), has authored an article titled "Principled Pragmatism: Fourteen Years on the European Central Bank’s Governing Council." From Quantitative Easing to Long-Term Structural Reform

In 2015, the European Central Bank launched its first quantitative easing program, known as the asset purchase programme, to foster accommodative monetary conditions and stimulate inflation. Implementation required rigorous criteria for expansion and subsequent normalization. Over time, asset purchases came to be viewed as an extension of conventional short-term rate policy designed to lower term and risk premia across asset classes. Yet as yield curves flattened, marginal effectiveness declined while secondary effects accumulated.

Reflecting on these developments, monetary policy without budgetary backing ultimately loses substantial efficacy.
