Kawartha Lakes Recycling System to undergo Major Changes in 2026
residents and businesses in the City of Kawartha Lakes are facing a notable shift in how recycling is managed, as responsibility for the blue box program transitions to Circular Materials Ontario (CMO) effective January 2026. This province-wide change, part of an extended producer responsibility (EPR) framework, will see producers of packaging and paper products fully funding and operating the province’s blue box program.
The move aims to modernize and improve recycling rates across Ontario, shifting the financial burden from municipal taxpayers to the companies that create the packaging. Currently, the City of Kawartha Lakes manages its recycling program through a combination of landfill depot locations – where tipping fees apply – and private recycling collection services. after January 2026, CMO will be responsible for the collection and processing of recyclable materials, though the City will continue to provide waste management services.
“This is a significant shift happening across Ontario,” explained Heather Dzurko, Manager of waste Management for the City of Kawartha Lakes. “We’re committed to ensuring that residents and businesses in Kawartha Lakes have the information and support they need as recycling services transition to Circular Materials Ontario.”
