Kabukicho Prostitution: Debt & Women Seeking Clients in Tokyo Park Area
In Tokyo’s Kabukicho district, a growing number of women are reportedly soliciting customers in parks and along streets, driven by debts often incurred through host clubs, according to recent reports and observations by advocacy groups.
The situation in the Kabukicho area, particularly around Daikubo Park, has prompted increased scrutiny from authorities and organizations like the “Japan Youth Guardian Parents’ Association,” which began patrols three times a week in July 2024, according to a report by FNN. The association’s members have observed women being approached by men offering money for sexual services, with some women reportedly receiving numerous solicitations within short periods.
A significant factor contributing to this trend is the “kakemochi” system prevalent in host clubs – a practice where customers are allowed to run up debts, initially intended for those with the means to pay, but now frequently exploited as a form of “semi-compulsory debt,” as described in a 2025 report by Bunshun Online. This system can trap women, including students and office workers, into the sex industry as they attempt to repay these debts.
One 21-year-old woman, identified as Rika (a pseudonym), reportedly began working as a “tachinbo” – a street prostitute – after accumulating debt through a host club, according to the Bunshun Online report. She allegedly faced pressure from individuals described as resembling Yakuza members, and was forced to engage in sexual acts with up to five men a day to service her debt.
The President Online reported in December 2023 that investigations suggest 70-80% of women arrested for prostitution in Kabukicho are doing so to pay off debts to host clubs. A police official quoted in the article stated that, in recent years, most arrested women were motivated by either the need to earn money for host clubs or to repay existing debts.
The debts themselves can be substantial and difficult to escape. A mother interviewed by FNN described her daughter’s debt remaining in the millions of yen despite earning significant income through prostitution. “Even if my daughter earns a lot through prostitution, the debt doesn’t decrease,” she stated. “She’s been working for over six months, and the debt of several million yen, almost 10 million, remains unchanged.”
A 20-year-old woman, identified as Yuno, experienced a similar situation, with her debts increasing due to interest, according to a report by Courier Japon. She was allegedly forced into prostitution while her debt to the host club continued to grow.
The issue extends beyond Kabukicho, with a recent incident involving a 16-year-old girl from Niigata Prefecture being apprehended in the nearby Toyocho area, according to FNN. This highlights the vulnerability of young women from outside Tokyo being drawn into the area’s sex industry.
