The surge in procurement is driven largely by sustained international demand for advanced air defense systems, precision-guided munitions and unmanned aerial vehicle (UAV) technology. According to ministry data, contracts for air defense systems accounted for the largest share of the total export volume, followed by long-range radar and electronic warfare suites.
Shifting Geopolitical Procurement Patterns
European nations have emerged as the primary destination for Israeli-made defense equipment, a trend that accelerated following the onset of large-scale military conflicts on the continent. Security analysts note that several NATO members have turned to Israeli manufacturers to replenish stockpiles and modernize integrated air and missile defense networks, citing the combat-proven efficacy of systems like the David’s Sling and the Arrow series.
In addition to European demand, the normalization agreements between Israel and several Arab nations—often referred to as the Abraham Accords—have facilitated new defense cooperation frameworks. While specific bilateral contract values are frequently classified, the Ministry of Defense confirmed that exports to Middle Eastern partners comprised approximately 20% of the total 2025 export volume.

The record export figures arrive as Israel faces heightened international scrutiny regarding the end-use of its weaponry. Defense officials maintain that all export licenses are subject to rigorous review by the Ministry of Defense’s export control agency, which assesses potential risks related to human rights, national security, and international law compliance.
