ICF Wins $70 Million Energy Efficiency Work Orders in Los Angeles County
Los Angeles County selected ICF in August 2026 for two new multi-year work orders valued at up to 70 million dollars under the county’s energy support services master agreement. The Reston, Virginia-based technology and solutions provider will operate as one of three implementation entities for the Southern California Regional Energy Network public sector energy efficiency programs.
The awards build upon an existing master agreement that already includes the management of the county’s agricultural and residential portfolios. Funding for the new work orders remains contingent upon the county choosing to exercise its renewal options.
Expanding Energy Efficiency Across Southern California
Under the expanded mandate, ICF will deliver end-to-end program implementation services throughout the entire regional service territory. According to the company, these services span engineering, data-driven customer and project targeting, marketing and engagement, financing, and construction management support.

The initiatives aim to help public agencies identify, finance, and execute distributed energy resources and energy efficiency projects designed to cut energy costs, improve resilience, and support grid reliability across Southern California. Kyle Wiggins, senior vice president for energy, environment, and infrastructure at ICF, stated that public agencies play a crucial role in strengthening grid reliability.
Wiggins noted that the company has supported the regional energy network for more than a decade. During that time, ICF launched four new public sector programs and nearly doubled the portfolio’s annual energy savings.
Data-Driven Targeting and Technological Infrastructure
To execute the programs, ICF plans to combine its program delivery experience and local partner network with proprietary technology. The company utilizes ICF Sightline, a customer program platform designed for utility analytics and insights.
According to corporate statements, the platform helps identify when and where energy demand is highest. It also forecasts methods to reduce grid stress and directs outreach strategies toward communities with the greatest needs.
