Moy Services Receives Mixed HIQA Report
Safe, Person-Centred Care Highlighted Amidst Compliance Gaps
A recent inspection of Moy Services, a HSE-managed residential centre for adults with intellectual disabilities in Mayo, has revealed an overall safe and supportive environment, although areas for improvement have been identified.
Inspection Findings
HIQA conducted an unannounced safeguarding thematic inspection at the centre on April 9, 2025. The report, published this week, found that residents at Moy Services benefit from a clean, spacious, and warm living environment across its two houses. Staff were noted as being well-informed about individual resident needs and communication preferences.

The inspector undertook a walk around of both houses and “observed a clean, spacious warm homely environment that appeared to meet the needs and numbers of residents. Staff were found to be knowledgeable about the needs of residents, their individual communication preferences and the supports required.”

Out of nine regulations assessed, five were found to be compliant. However, one regulation, concerning protection, was not compliant. Additionally, two regulations—governance and management, and positive behavioural support—were deemed substantially compliant.
The HSE has stated that immediate measures are being implemented to address the identified areas and ensure full compliance, reaffirming its commitment to delivering quality care.
HSE Commitment to Improvement
The Health Service Executive (HSE) has welcomed the publication of the HIQA report for Moy Services. The centre provides a full-time residential service for five adults with an intellectual disability.
In 2023, the National Federation of Voluntary Bodies reported that providers are striving for better outcomes, with nearly 70% indicating improvements in service quality over the previous year, reflecting a sector-wide focus on enhancement. Moy Services comprises two distinct houses, offering residents private bedrooms and access to shared living spaces like kitchens and dining areas. A dedicated staff team of social care and healthcare workers provides round-the-clock support.
The HSE reiterated its dedication to ensuring safe, effective, and compassionate care. The organisation is actively collaborating with HIQA to implement and maintain necessary improvements throughout the centre.
