HRW: Settler Attacks in West Bank Kill Palestinians and Israelis, Sparking Reprisals

The Escalation in Tal Village: A Timeline of the July 24 Attacks

The sequence of events began between 6:10 and 6:45 a.m. on July 24, when a group of 40 to 50 settlers, including children, approached Tal from the east. According to eyewitness accounts gathered by Human Rights Watch, the group attacked four or five Palestinian homes with stones and attempted to force entry. A confrontation ensued, during which an armed settler shot and wounded a Palestinian man. Local residents intervened, and the settlers initially retreated.

Roughly 30 minutes later, the same group of settlers reentered Tal from the southwest, accompanied by Israeli soldiers, according to local resident Mujahid Waleed. When Waleed arrived at the second location, physical fights were already underway. According to Waleed’s account, the military stood by without intervening until a Palestinian man disarmed a settler and opened fire. Soldiers and settlers subsequently returned fire, killing four Palestinians at point-blank range.

The four Palestinians killed were identified as two brothers and two cousins from the Ramadan family. The location of the clashes sits within Area B, a zone under joint Israeli-Palestinian Authority security control established by the Oslo II Accords. Verified and geolocated video footage reviewed by human rights investigators confirms that armed settlers and uniformed soldiers were operating in close proximity during the fatal altercation.

Israeli Military and Government Responses

The Israeli military stated that soldiers were dispatched following reports of an attack on Israeli civilians who were hiking in the area, adding that terrorists stole a security personnel’s weapon and opened fire. The incident resulted in the deaths of Benyahu Mellet, 32, and Maj. Yuval Ezra, 27, an active-duty platoon commander. The Times of Israel reported that Mellet headed the civil defense squad of the nearby Havat Gilad settlement—units established by the National Security Ministry following October 7, 2023, which possess special policing powers, uniforms, and weapons.

In response to the killings, Prime Minister Benjamin Netanyahu convened an emergency security meeting. Netanyahu announced the redeployment of five military battalions to the West Bank and directed the military to carry out an intensive counterterrorism operation. Concurrently, according to the Palestinian news agency WAFA, settler reprisal attacks involving arson, injuries, and property damage have swept through nearby Palestinian villages.

“The Israeli government didn’t prevent the settler attacks on Tal village, so now it needs to stop settler reprisals and escalating military action that will make a bad situation worse,” said Sarah Sanbar, acting Israel and Palestine researcher at Human Rights Watch. “Years of lawlessness and impunity for attacks has turned the West Bank into a powder keg waiting to explode, and decisive action is urgently needed.”

Policy Shifts, Settlement Expansion, and Regional Fallout

Beyond military deployments, Prime Minister Netanyahu announced plans to accelerate the regularization of illegal settler outposts and establish new ones. Under Israeli law and the Fourth Geneva Convention, these outposts are illegal and frequently serve as launching pads for attacks on neighboring Palestinian communities. Finance Minister Bezalel Smotrich publicly urged Netanyahu to permit the immediate establishment of a settlement at the Sela outpost near Tal by transferring the territory from Area B to fully Israeli-controlled Area C.

Tensions have been further inflamed by extreme statements from senior Israeli officials. National Security Minister Itamar Ben-Gvir posted on social media that West Bank villages associated with attackers should face the same destruction seen in Gaza, asserting that the enemy must absorb the loss of lands and homes for every murdered Israeli. Similar remarks by Smotrich called for villages to mirror the destruction seen in refugee camps in Nablus and Tulkarem.

These developments unfold against a backdrop of mounting casualties. The July 24 killings bring the Palestinian death toll in the occupied West Bank since July 19 to 10. Figures from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) previously recorded 68 Palestinians killed across the West Bank earlier in 2026, with at least 13 of those deaths attributed to settlers. Concurrently, OCHA reported that 20 Israelis had been injured in West Bank incidents as of mid-July 2026, marking a sharp upward trajectory in violence since the current government took office in October 2022 and during the war with Iran in March and April 2026.

The legal framework governing the occupation remains a subject of intense international scrutiny. In July 2024, the International Court of Justice delivered an advisory opinion finding Israel’s occupation of Palestinian territory unlawful and in breach of the prohibition of racial segregation and apartheid. The court ruled that Israel is obligated to evacuate all settlers from the West Bank, facilitate the return of displaced residents, and provide reparations.

As communities across the territory brace for further unrest, local municipalities, civic organizations, and humanitarian bodies face severe logistical and legal challenges. Securing adequate legal and corporate advisory services and engaging humanitarian and civil defense organizations has become vital for vulnerable populations attempting to protect property rights and secure emergency assistance amidst escalating regional volatility.

International human rights organizations continue to urge global governments to impose targeted sanctions on individuals implicated in West Bank abuses, suspend arms transfers to Israel, ban trade with illegal settlements, and support ongoing investigations by the International Criminal Court.
