The Technical Education and Skills Development Authority (TESDA) has expanded access to its free online courses in artificial intelligence and digital skills, marking a significant push to equip Filipinos with job-ready competencies amid growing demand for tech-savvy workers across ASEAN.

In a move announced this week, TESDA opened enrollment for its TESDA Online Program (TOP), a government-run platform offering self-paced courses in ICT, data science, and digital literacy—fields identified as critical for economic resilience in an increasingly automated workforce. The initiative aligns with broader efforts to strengthen the Philippines’ position as a regional hub for tech talent, particularly as neighboring economies accelerate digital transformation.

While the program has long provided free vocational training, recent updates have prioritized AI readiness, reflecting TESDA’s response to industry shifts. The agency’s deputy director general, Vidal Villanueva III, emphasized in a statement that the expansion aims to “democratize access to cutting-edge skills,” ensuring that workers—from overseas Filipinos to local jobseekers—can compete in global markets. “This isn’t just about upskilling; it’s about future-proofing our workforce,” Villanueva said, citing projections that AI-driven roles will account for a growing share of employment opportunities in the coming decade.

The push comes as TESDA prepares to host the WorldSkills Philippines National Competition 2026 in August, where 38 skill areas—including advanced digital and technical disciplines—will be showcased. Pre-registration for the event, originally slated for August 26, 2024, remains open, though organizers have noted a surge in interest from regional competitors, particularly in Eastern Visayas, where 45 tech-voc students have already qualified for the national tilt.

Beyond AI, TESDA’s digital training initiatives extend to workplace programs tailored for underserved communities, such as residents in Aurora province, where recent partnerships with local governments have widened job pathways through competency-based assessments. The agency’s Skills Passport app, a one-stop platform for job placements and scholarships, has seen increased adoption, though officials stress that the online courses—while free—require no formal academic prerequisites, making them accessible to out-of-school youth and working professionals alike.

Critics, however, have raised questions about the long-term sustainability of such programs, given the Philippines’ persistent infrastructure gaps—particularly in rural areas where internet connectivity remains uneven. TESDA has yet to address these concerns publicly, though the agency’s recent collaboration with private sector partners, including STI West Negros University, suggests a focus on scaling hybrid learning models that combine online modules with in-person assessments.

Digital Skills Courses Data Collection and Annotation

The next critical milestone for the program will be the formal launch of its Data Collection and Annotation (Data Science) track, set to begin in June 2026, with enrollment details expected to be finalized by mid-year. Meanwhile, TESDA continues to negotiate with ASEAN counterparts to standardize digital skills certifications, a move aimed at facilitating cross-border employment for Filipino workers.
