Impact on Latvia’s Heating Costs
While events in the Strait of Hormuz do not immediately impact Latvian heating bills, there is a direct connection through the European natural gas market. Prolonged restrictions on shipping could reduce supplies of liquefied natural gas, leading to increased gas prices on European exchanges and, consequently, higher heating costs in Latvian cities reliant on natural gas for heat production.
Previous Price Increases
SPRK noted that gas prices in Europe were higher than in the previous summer following tensions in the Hormuz Strait, and this increase began to appear in Latvian district heating tariffs. “Rīgas siltums” warned in June that the 2026/2027 heating season tariff might need to be revised, with any potential increase largely dependent on natural gas prices in the global market, particularly events in the Strait of Hormuz.
Current Tariffs and Future Outlook
Currently, the “Rīgas siltums” tariff is set at 80.96 euros per megawatt-hour excluding VAT, effective October 1, 2026. However, short-term gas price fluctuations do not automatically translate into higher bills for residents of Riga. The impact depends on the price at which heat producers purchase gas, the proportion of heat generated from gas versus sources like wood chips, and when the tariff is reviewed. The duration of the crisis in the Strait of Hormuz and its effect on maintaining elevated European natural gas prices for weeks or months will be crucial for determining the extent to which Latvian heating costs are affected.
