Heritage Foundation president Kevin Roberts aligns group with national Conservatism
As the conservative movement prepares for a post-Trump reality following the midterms, factions are locked in an ideological battle for control of the Heritage Foundation. Kevin Roberts, president of the prominent Washington think tank, is attempting to direct a populist surge of younger conservatives who harbor a burn-it-all-down mentality toward traditional institutions.
The Heritage Foundation Battles for the Post-Trump Era
For decades, the Heritage Foundation operated as the clubhouse of the conservative movement during an era of institutional stability. Founded in the 1970s, the organization functioned with missionary drive, pushing limited government, free enterprise, and traditional values. By 2010, the group launched Heritage Action for America, a lobbying arm enforcing ideological purity on Capitol Hill. When Donald Trump gained political prominence in 2016, the organization experienced a slump under Kay Coles James, whose leadership featured establishment politics. Tucker Carlson helped lead a push for her ouster, opening the door for Roberts to step in with MAGA credibility.
Roberts took over after serving as president of a Catholic college in Wyoming and heading the Texas Public Policy Foundation. Rather than maintaining establishment ties, Roberts aligned Heritage with National Conservatism, declaring at a NatCon conference that Heritage was already part of their movement. In his 2024 book Dawn’s Early Light, Roberts criticized wax-museum conservatives and argued that the American economy no longer resembles free enterprise. To maintain funding, the organization continues to rely on small and mid-tier donors who support Reagan, free markets, and Trump, while leadership navigates deeper ideological shifts behind the scenes.

Generational Divides and the Appeal of Inauthenticity
A major dividing line within the modern conservative movement is age, with factions splitting sharply along a threshold under or over forty-five. When an intern asked Roberts this summer what he thought of figures like Tucker Carlson and Fuentes, Roberts joked that he had never heard of them before acknowledging their appeal. He noted that their followers are reacting to the perceived inauthenticity of institutions like colleges, churches, and the government.
Describing the current climate as a civilizational moment, Roberts invited Carlson to keynote Heritage’s fiftieth-anniversary gala in 2023. During the event, Carlson praised political bravery and criticized individuals who go along with new trends to keep their jobs. Meanwhile, D.C. Republicans have watched Roberts closely for signs of his true loyalties, weighing whether the foundation's populist realignment will reshape national politics once the current administration's era concludes.
