Heating Voucher Program to Aid Municipalities and Residents with Energy Costs
The Polish goverment will provide financial assistance to municipalities to facilitate the distribution of heating vouchers to residents, with a total budget of approximately PLN 889.4 million allocated for two voucher payments in 2026. This initiative aims to alleviate the burden of rising energy costs for households and ensure the smooth implementation of the program at the local level.
the program will require municipalities to verify applications, process voucher payments, and submit reports to the government. Funding will be distributed to Voivods, who will then allocate resources to municipalities for these tasks. The costs associated with supporting electricity recipients are estimated at PLN 887 million, with PLN 296 million earmarked for compensation to energy companies in 2025 and PLN 591 million in 2026. Specifically, PLN 294.83 million will be available from July 1, 2025, to December 31, 2025, and PLN 589.57 million from January 1, 2026, to December 31, 2026.
This development follows President Karol Nawrocki’s veto of a law freezing current energy prices, which had been attached to a separate piece of legislation concerning wind energy development. The heating voucher program is now progressing through the Standing Committee of the Council of Ministers.
