Health care advocates say changes to ACA marketplace plans threaten Maine’s healthcare system

Maine’s Affordable Care Act at Risk Amidst Budget Bill Proposals

A proposed Congressional budget bill is poised to dramatically reshape Maine’s healthcare landscape, potentially jeopardizing coverage for tens of thousands who rely on the Affordable Care Act’s marketplace. The changes could not only hike costs but also dismantle the stability of the state’s healthcare system.

Boardman-Wallace expressed concern that the enhanced premium tax credits, crucial for affordability, might expire. Without an extension, health policy nonprofit KFF projects potential premium hikes exceeding 75%.

Potential Impact on Coverage

The proposed bill’s modifications may cause around 20,000 Mainers to lose their health coverage, as stated by Hilary Schneider, the director of Maine’s Health Insurance Marketplace.

These modifications involve eliminating automatic renewals, introducing stricter income verification requirements, and penalizing individuals with fluctuating incomes, making enrollment more difficult.

Fraud Concerns and Counterarguments

Supporters of the bill suggest these changes are necessary to combat fraud. The Paragon Health Institute, a conservative think tank, estimates millions of fraudulent marketplace enrollments. However, Senator Angus King doubts these findings.

He fears that these adjustments, intended to target a few wrongdoers, could harm many deserving beneficiaries. A 2023 report from the Government Accountability Office found that nearly 80% of marketplace plans are considered affordable (Source: GAO).

Additional Bill Proposals

The bill also targets immigrants lawfully present, like asylum seekers, by denying them marketplace enrollment. Additionally, plans offering broad abortion care coverage would become ineligible for federal cost-sharing reductions. Kate Ende of Consumers for Affordable Health Care, anticipates these changes primarily aimed at disenrollment. She says the costs would merely be shifted to entities like hospital emergency rooms, and that, in turn, would significantly impact people’s health and the broader healthcare system.

Max Lynds, a trustee at Houlton Regional Hospital, emphasized that the ACA marketplace has greatly assisted individuals lacking access through their employment. Lynds has helped numerous people enroll, emphasizing its continuing positive impact.

Hilary Schneider emphasized the ACA marketplace’s role in stabilizing healthcare, filling gaps left by Medicaid and private insurance. She believes the budget bill would undo this stability.
