Government Slashes Diesel Price by Rs32.63, Hikes Petrol Price
On August 20, the government implemented a fuel price revision, slashing high-speed diesel (HSD) by Rs32.63 per litre while increasing petrol by Rs2.97 per litre, according to the Petroleum Division’s official notification. Following successful talks with oil refineries, the new pricing schedule sets petrol at a retail price of Rs337.51 per litre and high-speed diesel at Rs363.06 per litre.
Tax Burdens and Supply Chain Realities
Despite the relief on diesel, the state continues to levy duties at the pump. According to official government data, authorities maintain a tax and duty levy of Rs114 per litre on petrol and Rs100 per litre on high-speed diesel.
The reduction in diesel offers a contrast to its recent historical peak. HSD previously surged to Rs520.35 per litre on April 3, climbing from Rs281 per litre after geopolitical hostilities erupted between the US and Iran on February 28. Similarly, petrol reached an apex of Rs458.41 per litre on April 3, up from a baseline of Rs266 in early March.
Daily Price Adjustments and Regulatory Shifts
Petrol directly impacts private transport, small vehicles, rickshaws, and two-wheelers, carrying direct financial weight for middle and lower-middle-class households. Conversely, diesel dictates the operational overhead of the heavy transport sector, power plants, and large commercial generators. Together, petrol and high-speed diesel serve as primary revenue generators, boasting combined monthly sales volumes between 700,000 and 800,000 tonnes, dwarfing the modest 10,000-tonne monthly demand for kerosene.
To manage this commodity flow more dynamically, Petroleum Minister Ali Pervaiz Malik announced that fuel pricing will transition to a daily fixation model. This framework responds directly to international market instability sparked by renewed Middle Eastern conflicts. Since early March, the federal administration utilized weekly revisions alongside targeted relief measures and fuel conservation initiatives, including subsidized fuel packages introduced in April. Under the newly delegated authority, the Oil and Gas Regulatory Authority (Ogra) assumes responsibility for calculating daily adjustments anchored to international benchmark trends.
Managing Exposure in Volatile Energy Markets
- Daily Price Discovery: Ogra now adjusts retail numbers daily, eliminating the predictability of legacy weekly review cycles.
- Revenue Concentration: With monthly sales hitting up to 800,000 tonnes, downstream distributors face heightened working capital pressures.
