Giglio Island: Medical Certificates for 2026 Referendum – Home & Assisted Voting

The ASL Toscana Sud Est health authority has announced procedures for issuing medical certificates required for voters unable to travel to polling stations or needing assistance when voting in the upcoming referendum. The announcement, made on February 14, 2026, details the process for both home voting and assisted voting.

Certificates will be granted to voters with “grave infirmities” that prevent them from leaving their homes, including those with continuous and vital dependence on electromedical equipment, as defined by legislation from 2006 and amended in 2009. The criteria also include those for whom leaving their home is impossible even with the aid of public transport services organized by municipalities to assist disabled voters, referencing Article 29 of Law 5 February 1992, n. 104.

Interested voters must submit a written request to the designated ASL office to schedule a home visit for assessment. The ASL district of Giglio Castello will hold appointments on Friday, March 20, 2026, between 10:00 and 11:00 AM.

The announcement comes as a referendum is scheduled to address the structure of healthcare provision in Tuscany. A proposal, backed by the Comitato Salute per Tutti, seeks to dismantle the current “mega aziende sanitarie locali” – the large local health companies – including the USL Toscana Sud Est, arguing they have distanced decision-making from citizens and local authorities. The referendum proposal was deposited with the Regional Council of Tuscany on December 18, 2025, with signatures from 2984 voters. A decision on the validity of the signatures and the admissibility of the referendum question is expected by February 20, 2026.

The ASL Toscana Sud Est is also undergoing a broader digital transformation, with plans to eliminate physical diagnostic reports from March 1, 2026, becoming the first health authority in Tuscany to fully digitize its reporting process. The health authority also recently participated in a medical evacuation mission to Gaza, sending a doctor and two nurses on February 12, 2026.
