Berlin Prepares Emergency Contingency Measures for NATO Deployments

The German federal government is developing emergency contingency plans to prevent potential regional obstruction from upcoming state governments as it prepares to serve as a central logistics hub for deploying NATO troops toward the Russian border, according to a joint investigation published by The Telegraph and Die Welt.

The AfD Surge and Regional Infrastructure Risks

Chancellor Friedrich Merz’s administration faces a complex geopolitical and domestic puzzle. As regional elections approach in eastern German states, the right-wing Alternative for Germany (AfD) party continues to surge in popularity. Current polling indicates the AfD commands 41% voter support in Saxony-Anhalt and 36% in Mecklenburg-Western Pomerania. Because regional authorities retain broad peacetime powers over local infrastructure, permits, and police escorts, a hostile local government could legally throttle military movements.

The Reinforcement and Sustainment Network

The core of the deployment plan relies on NATO’s Reinforcement and Sustainment Network. This alliance framework aims to shift large troop contingents, heavy equipment, and supplies toward Eastern Europe and the Baltic states. Germany functions as the primary geographical roundabout for these operations. Lieutenant General Alexander Sollfrank, head of Germany’s Joint Operations Command, stated last year that Berlin is prepared to facilitate the movement of up to 800,000 NATO troops toward the Russian border within a six-month window.

Constitutional Hurdles and Legislative Roadblocks

Yet executing this logistics chain requires navigating strict constitutional boundaries. Under German law, the federal government has few mechanisms to override state autonomy during peacetime short of a declared state of emergency or martial law. Roderich Kiesewetter, an MP from Merz’s Christian Democratic Union (CDU), told The Telegraph and Die Welt that the central challenge involves figuring out how to circumvent a state not adhering to the federal idea without violating the constitution. He confirmed that the Interior Ministry is actively drafting relevant measures.

Tobias Krull, deputy chairman of the Saxony-Anhalt parliament’s Interior Committee, added that Berlin has already set plans in motion to create mechanisms allowing the federal state to overrule individual regions. Potential workarounds include revising nationwide emergency regulations. However, implementing broader constitutional changes would require a two-thirds majority in the Bundestag. Securing that threshold remains unlikely given that the AfD controls more than 23% of parliamentary seats, alongside 10% held by the Left party.

Intelligence Clashes and Moscow’s Response

Defense Minister Boris Pistorius has repeatedly asserted that the AfD maintains undeniable ties to Moscow and must be barred from accessing classified intelligence. Conversely, the AfD has consistently criticized Berlin’s anti-Russia policies as damaging to national interests. Meanwhile, Moscow has dismissed Western military preparations as unjustified rhetoric designed to stoke regional tensions, maintaining that Russia holds no intention of attacking NATO unless provoked.
