Germany Charges 7 Suspected Hamas Members Over Plot to Attack Berlin and Vienna

German federal prosecutors filed formal charges against seven suspected members of Hamas on Friday, accusing the men of procuring weapons and plotting a deadly attack against Jewish or Israeli targets in Germany and Austria.

Targeted Anniversary Plot Uncovered

The Federal Prosecutor’s Office in Karlsruhe stated that the suspects allegedly planned the operation to coincide with the second anniversary of the October 7, 2023, attacks by Hamas against Israel. According to investigators, the plot reached a concrete stage by July 2025.

Severe Terrorism Charges Filed

The seven men face charges of membership in a foreign terrorist organization, procuring weapons, and preparing an act of violence endangering the state, alongside various weapons offenses. Three of the suspects are additionally accused of violating Germany’s War Weapons Control Act, according to prosecutors.

Weapons Cache Seized Across Borders

Authorities executed a series of arrests across Germany and abroad between October 2025 and May 2026. Three of the suspects were taken into custody in Berlin on October 1, 2025.

At the time of those arrests, investigators recovered a cache consisting of one functioning fully automatic rifle, 13 functioning handguns, and more than 700 rounds of ammunition. Prosecutors said part of this arsenal had been moved to Vienna and stored there by another suspect who is being prosecuted separately.

Direct Hamas Directives and Video Evidence

Investigators believe several members were tasked directly by senior Hamas officials with securing the weapons stockpile. According to the Federal Prosecutor’s Office, one of the suspects recorded a video in advance claiming responsibility and announcing the planned assault in the name of Hamas.

International Arrest and Ongoing Detention

An additional participant, identified by authorities as Mohammed A., was arrested in London on November 3, 2025, following a request by German law enforcement. He remains in the United Kingdom pending transfer and is being prosecuted in separate proceedings.

All seven men named in Friday’s indictment remain in pre-trial detention.
