German Sports Agency to Be Based in Leipzig | New Sports Funding Law

Leipzig is set to become the headquarters of Germany’s new independent agency for elite sports funding, Minister of State for Sport Christiane Schenderlein announced on Sunday. The agency, intended to distribute millions in funding to German athletes and sporting organizations, will be central to a forthcoming sports funding law, Schenderlein told the Mitteldeutscher Rundfunk (MDR).

The decision to locate the agency in Leipzig reflects Schenderlein’s personal connection to the city, where she grew up and completed her secondary education, despite being born in Weißenfels, Saxony-Anhalt. The move brings the agency to her home state of Saxony.

The planned agency is expected to begin operations in 2027, initially focusing on the allocation of funds for summer sports starting in 2029. The establishment of the agency comes after years of debate among sports federations, politicians, and athlete representatives regarding a suitable sports funding law. The goal is to establish a clear and independent framework for supporting elite sports, reducing bureaucratic hurdles, and ultimately improving athletic performance and medal counts.

However, the draft legislation has faced criticism from athlete representatives, who argue that the proposed structure of the agency does not grant them sufficient influence. Verein Athleten Deutschland, a German athlete advocacy group, stated that the legislation does not adequately prioritize the needs of athletes.

The initial draft of the legislation proposed a five-member foundation council with only one representative from the German Olympic Sports Confederation (DOSB). Following criticism, the proposal was revised to include nine members: three representatives from the DOSB, five from the federal government, and one from the Conference of Sports Ministers of the Länder. This adjustment aims to address concerns about political influence and ensure greater representation for the organized sports community.

The agency’s establishment is intended to provide greater planning security for athletes and sporting organizations, and to streamline the funding process. The new law seeks to solidify support for elite sports independent of any particular governing coalition.
