General Orison Olivence Minaya Appointed Director of Northeast Regional Police
General Orison Laurence Olivence Minaya assumed command as the new director of the Northeast Regional Directorate of the National Police in San Francisco de Macorís, marking his third time leading the jurisdiction as part of a high-level command reshuffle ordered by National Police Director General Major General Ernesto R. Rodríguez García.
Leadership Transition at the Northeast Regional Headquarters
The change in command unfolds across the northeastern provinces of the Dominican Republic, bringing a familiar veteran back to a critical security post. General Orison Laurence Olivence Minaya officially took the reins during a formal transition process after being sworn in at the National Police Palace in Santo Domingo by the institution’s inspector general, Brigadier General Martín Miguel Tapia Sánchez, according to reporting from [El Jaya](https://www.eljaya.com/267558/general-orison-olivence-minaya-asume-direccion-regional-noreste-de-la-policia-nacional/).

Following his swearing-in, Olivence Minaya traveled immediately to the Northeast Headquarters, known as the General Crescencio Jáquez Hernández. There, he met with subordinate officers, enlisted personnel, and regional media representatives to lay out his operational expectations.
A Familiar Face Returning to Duarte and Surrounding Provinces
For San Francisco de Macorís, the newly installed director is hardly a stranger. Olivence Minaya previously led the Northeast jurisdiction during separate tenures in 2012 and 2018, building deep familiarity with the topography, municipal leaders, and local security challenges of Duarte province and its neighbors.

Local media outlets, including [Noticias S.I.N.](https://noticiassin.com/pais/provincias/2026/08/22/general-olivence-minaya-asume-comando-comando-noreste-de-la-policia-2096695/), noted that upon arriving at the provincial headquarters, Olivence Minaya publicly described himself as an adoptive son of San Francisco de Macorís. He emphasized that his administration would maintain continuous coordination with municipal authorities, community organizations, and social sectors across Duarte, Hermanas Mirabal, and Sánchez Ramírez.
That local coordination often requires robust administrative backing.
Decades of Operational Experience in the National Police
With more than 35 years of active service inside the National Police, Olivence Minaya brings a vast administrative and tactical resume to his third stint in the northeast. Born in Tamboril, province of Santiago, his career trajectory includes several prominent national appointments.

In March 2014, he took charge of the Cibao Central Regional Directorate based in Santiago. Years later, in November 2019, he assumed command of the Western Regional Directorate headquartered in San Juan de la Maguana. He has additionally led specialized units such as the Anti-Gang Police Directorate.
Operational Directives and Community Proximity
During his initial address to the troops at the General Crescencio Jáquez Hernández barracks, Olivence Minaya instructed officers to execute preventive patrols with strict discipline, absolute respect for human rights, and adherence to institutional norms.
The new regional head underscored that operational effectiveness must go hand-in-hand with social proximity. Protecting local neighborhoods requires reliable infrastructure and rapid communication channels between citizens and law enforcement agencies.
