Access to a website operated by Star Democrat, a news organization based in Easton, Maryland, was blocked on Saturday, February 14, 2026, for users accessing the site from within the European Economic Area (EEA). A message displayed to affected users stated the block was due to the enforcement of the European Union’s General Data Protection Regulation (GDPR).

The message, visible to users attempting to access the site, directed those with issues to contact Star Democrat via email at [email protected] or by phone at (410) 822-1500. The notice did not specify the nature of the GDPR compliance issue that prompted the access restriction.

The GDPR, enacted in 2016 and applicable across all EU member states since May 25, 2018, regulates the processing of personal data and aims to harmonize data privacy laws across Europe. According to the European Commission, the regulation applies to organizations worldwide when processing data related to individuals residing in the EEA. The regulation establishes limitations on how and when organizations can collect, store, and use personal data.

The European Data Protection Board (EDPB), established by the GDPR, is responsible for ensuring the consistent application of the regulation. The EDPB is comprised of representatives from national data protection authorities within the EU/EEA, along with the European Data Protection Supervisor (EDPS). The European Commission participates in the board’s activities but does not have voting rights.

UW IT notes that EU GDPR applies to areas processing personal data about persons residing in the EEA, including students, employees, and research subjects. Personal data is defined as any information relating to an identified or identifiable natural person.

Organizations found in violation of the GDPR can face substantial fines, potentially reaching up to 4% of global annual turnover or 20 million euros, as outlined by the University of Washington’s guidance on the regulation.

As of Saturday afternoon, Star Democrat had not issued a public statement regarding the access restrictions beyond the message displayed on its website. The company has not indicated when access will be restored for EEA users.
