Depending on the opinion (and the “color”) of those who speak about it, in the Ligurian east, it can pass for “a history of the country” as “an affront to the Constitution”, a “political reprisal” as “a work of protection administrative”.
Regardless of the positions on the field, however, in Lerici the mobilization against is starting to take shape the so-called “anti-left” resolution– is the definition used in La Spezia – the modification of the management regulation of the municipal area of Falconara proposed and approved amid controversy by the centre-right majority of the village, which excludes political parties and groups from the possibility of organizing parties and festivals in the Falconara park.
However, at the risk of penalizing more than anything else only those parties and movements that have made that area a point of reference and meeting place, those of the progressive camp, from the Democratic Party to Rifondazione and PCI, who are currently studying the protest. Yesterday the revolt against the change to the regulation arrived in the Prefecture – led by Maria Luisa Inversini – where a “communication of blame” was issued to the municipal council, while a possible appeal and the possibility of a street demonstration are being examined.
According to the new regulation first proposed, then withdrawn, then relaunched and approved by the mayor in the city council Leonardo Paolettielected civic member and recently joined the FdI, the restriction on the use of the park should respond to the «need for an accurate re-evaluation of the number and type of authorizations for events with the supply of food to be issued during the summer season, in consideration of the many problems connected to the difficulties of safely managing the turnout”, we read in the resolution.
Problems related to “traffic and road regulation”, but also “the containment of complaints in terms of noise impact”.
Management choices and “protection of the area”, according to the Municipality, which has decided not to limit the use of the Falconara park “exclusively to sports, public assistance and pro loco associations”, which will be able to use it in the summer months for ‘organization of self-financing initiatives’.
Quite another thing, however, is “an anti-democratic and discriminatory rule”, according to the opposition: “a measure that deprives parties of the right to carry out their political and self-financing activities in our municipality”. “We will consider acting with the competent bodies to verify the constitutionality of the resolution, the center-right tramples on the Constitution”, he announces Jacopo Ricciardi of Rifondazione Comunista, from the delegation that passed yesterday in the Prefecture.
«If there were problems with the management of the area, the mayor and council have decided to offload the problem onto the parties that historically organize their parties there, eliminating them from possible users of the space – adds the dem councilor Emanuele Nebbia – An act that denotes inability to manage but also arrogance and poor institutional culture.”
«We are faced with an attempt to limit democracy – accuses the regional secretary of the Democratic Party, Davide Natale – Let us remember that parties are associations provided for by the Constitution, which bring citizens together and also contribute to the life of the country through celebrations.”
«It is clear that the matter does not arise from any real necessity but from a clear intent of political attack on certain parties which have been denied a discussion requested even on an official and documentable basis – accusation Matteo Bellegoni of the Italian Communist Party – The public space of the city constitutes the collective heritage of a community therefore the Municipality, as part of its regulations to establish the prerequisites and conditions for authorization of its occupation, can provide for particular conditions depending on the type of area but must always do so in compliance with this principle. As article 49 of the Constitution mentions, the role of political parties and their definition of free associations is evident, which, as such, cannot be discriminated against other free associations to which the Municipality has granted the exclusive use of the structure by granting the possibility of use on multiple dates, making the reasons supported by the Mayor even more ridiculous and worthless”.
«After the meeting in the Prefecture, we will activate and mobilize in all locations, including legally, for the protection of a right that concerns all political forces and must be protected without force, without behaviors and without attitudes that belong to certain administrators and which recall dark times in the history of our country but which cannot affect Democracy, our communities and our traditions. Paioletti – concludes Bellegoni – remember that he is everyone’s Mayor”.
