Eyal Rosen extradited from Portugal over Gabi Holding fraud charges
Eyal Rosen, a key suspect in the financial fraud investigation surrounding public company Gabi Holding, was extradited from Portugal to Israel after fleeing the country in 2022.
Extradition Executed After Years Abroad
Rosen left Israel in 2022 ahead of a formal public investigation by the Israel Securities Authority. According to globes.co.il, the International Department at the State Attorney’s Office worked alongside Interpol’s specialized task force within the Israel Police to locate and arrest Rosen in Portugal. Portuguese authorities approved his extradition on October 4, 2026, and state representatives brought him back to Israel.
Calcalist.co.il notes that Rosen served as a manager within Gabi Holding, overseeing its northern branch located near Kibbutz Mizra close to Afula. The investigation into his tenure centers on allegations that he utilized sophisticated fraudulent schemes to siphon company funds before attempting to launder them.

Diverging Financial Figures in the Fraud Allegations
Reports from major financial news outlets present significantly different scales regarding the missing funds tied directly to Rosen’s management. Calcalist.co.il reports that Rosen is specifically suspected of stealing more than 9 million shekels from Gabi Holding. Meanwhile, globes.co.il highlights that 250 million shekels have already evaporated in the scandal, placing the fallout on a scale reminiscent of the Bank Hapoalim affair.
The formal charges brought by the Tel Aviv District Prosecution’s Securities Department include theft by an authorized person, obtaining anything through aggravated fraud, false registration in corporate documents, money laundering, and reporting violations under the Securities Law. Prosecutors allege that Rosen concealed his actions by causing the public company to include misleading details in its official investor reports.
Audit Reveals Irregularities and Unauthorized Loans at Gabi Holding
An interim audit report compiled in 2022 by certified public accountant Ofer Alkalai detailed severe irregularities at Gabi Holding’s northern branch under Rosen’s supervision. The audit indicated that Gabi Holding faced severe doubts regarding the recovery of at least 40 million shekels in bad debts originating from that branch.
Gabi Holding initially reported discovering that Rosen took out 2.5 million shekels in unauthorized loans from the company through circular transactions with clients, bypassing executive management and required approvals. Weeks later, the company disclosed two additional loans totaling 2.2 million shekels issued to Rosen’s close associates, including his father, without proper authorization.
Alkalai’s report characterized the management of the northern branch under Rosen as an extraordinary and planned scheme bearing the hallmarks of a fraud, though the findings were formulated without a formal response from Rosen at the time. Rosen has not been formally convicted, and the presumption of innocence remains in effect as legal proceedings advance under the supervision of attorney Matan Akiva from the International Department.
