EU Launches Second Annual Migration Management Cycle and 2027 Solidarity Pool Proposal
On November 6, 2026, the European Commission launched the second Annual Migration Management Cycle under the Pact on Migration and Asylum, identifying Greece, Cyprus, Italy, and Spain as nations facing severe migratory pressure that makes them eligible for the upcoming 2027 Solidarity Pool. ieu-monitoring.com reported that the assessment draws from national data and EU agencies to establish the baseline for burden-sharing across the bloc.
Evaluating Asylum Pressures Across Southern Borders
The European Annual Asylum and Migration Report sets specific designations for member states based on quantitative and qualitative criteria. Greece and Cyprus face pressure due to a disproportionate level of arrivals over the past year. Italy joins them because of high numbers of arrivals following search and rescue operations at sea. Meanwhile, Spain enters the designation following the overall migratory situation and a mass arrival incident in Ceuta at the end of July, where more migrants entered the Spanish enclave in two days than crossed all EU borders irregularly in the first six months of 2026, according to Euronews.com.
Commissioner for Internal Affairs and Migration Magnus Brunner noted that illegal border crossings fell by more than 50% in the previous two years, having fallen by more than one third in the first half of 2026. Unauthorised movements fell by 22 percent in 2025, and asylum applications dropped by 19 percent over the same period, while the EU-wide return rate climbed above 30 percent. Executive Vice-President for Tech Sovereignty, Security and Democracy Henna Virkkunen stated that maintaining a fair, shared approach requires both solidarity and responsibility from all member states.

Fifteen Member States Receive Priority Access to Migratory Support
In addition to the four countries currently under immediate strain, the Commission designated fifteen member states as vulnerable to migratory pressure: Belgium, Czechia, Germany, Estonia, Ireland, France, Croatia, Latvia, Lithuania, Luxembourg, the Netherlands, Poland, Romania, Slovenia, and Finland. These countries will receive priority access to the Permanent EU Migration Support Toolbox. Due to the combined impact of immigration challenges experienced over the last five years, Bulgaria, Czechia, Estonia, Croatia, Austria, and Poland are eligible to seek a full or partial reduction of their Solidarity Pool payments for the coming year.
The proposed Solidarity Pool for 2027 requires a minimum of 30,000 relocations and โฌ600 million in financial contributions, though the exact size remains confidential while awaiting Council approval. Member states contributing to the pool can choose between relocating asylum seekers, paying โฌ20,000 for each person not relocated, or funding operational support. Legal compliance remains strict, as systemic shortcomings in adherence to asylum rules can relieve other member states from activating solidarity mechanisms for a non-compliant country.
