ERs Overloaded: Family Doctor Shortage Drives Patients to Emergency Care

March 22, 2026 Dr. Michael Lee – Health Editor Health

Emergency rooms across Ontario are facing increased strain as residents, lacking access to family physicians, turn to hospital emergency departments for primary care, according to healthcare professionals and recent reports.

The situation is exacerbated by a growing shortage of family doctors throughout the province. With fewer physicians accepting fresh patients, many Ontarians identify themselves without a regular healthcare provider. This lack of access forces individuals to seek medical attention for non-emergency issues in emergency rooms, which are already burdened with critical cases.

The Toronto Star reported on Sunday that despite recent funding cutbacks to virtual healthcare, the practice may have become entrenched as a means of access for many. This suggests a potential shift in healthcare delivery, though the long-term implications of reduced funding remain unclear.

Healthcare workers are as well grappling with the complexities of navigating patient privacy while facing increased interactions with Immigration and Customs Enforcement (ICE) within hospital settings. A recent report from CalMatters details the challenges faced by healthcare professionals in protecting patient information and ensuring equitable care when federal immigration enforcement agencies are present in hospitals.

The increased demand on emergency departments coincides with a rise in respiratory viruses, as noted by the Cabinet for Health and Family Services. This seasonal surge in illnesses further compounds the pressure on already stretched hospital resources.

The question of whether to seek care at an emergency department versus an urgent care center is a common one for patients, according to Yale Medicine. Although, for many Ontarians without a family doctor, the emergency department represents the only readily available option for medical guidance, regardless of the urgency of their condition.

As of Sunday, no official statement has been released by the Ontario Ministry of Health regarding specific strategies to address the growing strain on emergency departments or to mitigate the impact of the family physician shortage.
