Entebbe’s Road Renaissance: How the Shs22.7 Billion KKN Project Transforms Uganda’s Gateway City

Entebbe Municipality is undergoing a Shs22.7 billion infrastructure overhaul centered on the 4.30-kilometre Kitooro–Kiwafu–Nakiwogo road corridor.

The Strategic Importance of the KKN Corridor

Historically, the route suffered from inadequate drainage and severe dust pollution, which hindered the efficiency of the Nakiwogo Landing Site—a critical hub connecting the mainland to the Ssese Islands and Buwaya. The reconstruction, which began in February 2025, is designed to facilitate smoother transit for tourists moving toward Entebbe International Airport and traders transporting agricultural goods from the surrounding districts.

The contract, managed by the Entebbe Municipal Council under reference number ENTE705/GKMA/WRKS/2024-2025/00003, is being executed by M/s Armpass Technical Services Ltd. With an 18-month construction timeline and a subsequent 365-day defect liability period, the project is a significant commitment to the Greater Kampala Metropolitan Area (GKMA) infrastructure master plan.

Economic Impact on Kitooro Market Vendors

The human element of this infrastructure investment is most visible at Kitooro Market. For the 650 vendors operating on-site, the project is a trade facilitator. Market Administrator Christine Damalie Nassozi emphasizes that the physical condition of the road acts as a direct multiplier for household income. Improved accessibility allows farmers and wholesalers to reach the market with less spoilage and lower transport costs.

However, the transition to modern infrastructure brings new operational requirements. As noted by Najjita Fatuma, Vice Chairperson of Food Sellers at the market, the physical environment is cleaner, but the increased foot traffic necessitates better waste management practices.

Managing the Risks of Urban Transformation

While the project promises long-term growth, the transition period presents immediate challenges for local commerce. Stephen Mulindwa, Head of Trade and Economic Development at Entebbe Municipality, has highlighted that the success of these roads depends on the behavior of the residents. Reckless waste disposal along the newly paved sections poses a threat to both public health and the longevity of the infrastructure itself.

The project, supervised by M/s Segamu 14 Consults Ltd, includes specific safety features such as pedestrian walkways and street lighting. These additions are intended to shift the municipality toward a more organized urban model.

A Blueprint for Regional Connectivity

The funding model, involving the International Development Association (IDA) and the Agence Française de Développement, underscores the international interest in Entebbe’s role as a gateway city. By reducing the “transport burden” that has historically plagued the Kitooro-Nakiwogo link, the municipality is positioning itself to attract higher-tier investment.

The current state of the project reflects a shift in government priorities toward the GKMA’s secondary infrastructure. As the construction nears completion, the focus for the municipal council will likely pivot toward maintenance and the enforcement of ordinances that protect these public assets. For residents and business owners, the “renaissance” is a call to align their operations with the city’s new standard of organization.

The true measure of this Shs22.7 billion investment will be found in the durability of the pavement and the sustained economic activity of the traders it supports. As Entebbe transitions from a city defined by its gateway status to one defined by its internal connectivity, the ability of local businesses to adapt to this new urban order will determine the project’s ultimate success. Infrastructure is only as effective as the community’s commitment to maintaining it.
