Elon Musk says SpaceX restricted Starlink over terms of service

Elon Musk says SpaceX restricted Starlink over terms of service

October 25, 2026 Emma Walker – News Editor News

Ukrainian defense officials reported that full connectivity to Ukraine’s Starlink and Starshield satellite systems was restored, lifting operational restrictions that had disrupted military logistics and drone operations for more than a week, Ukrainian defense officials reported. The disruption, which first emerged on October 14, capped communication equipment speeds at roughly 160 kilometers per hour, hampering frontline defense units and interceptor drone missions.

The restoration of service followed high-level diplomatic friction between Kyiv and Washington over Ukrainian strikes on Russian oil infrastructure. In a statement posted to X on Saturday, SpaceX Chief Executive Officer Elon Musk acknowledged that his company had restricted the civilian service, accusing the Ukrainian military of violating terms of service by employing the network for offensive drone operations. Musk stated that the loophole was closed last week, though he maintained that Starshield—the military-grade counterpart operated by the United States government—was a separate system under federal control.

Operational Impact and Speeds on the Battlefield

Ukrainian defense officials confirmed that monitoring systems recorded stable connections on equipment moving at speeds exceeding 400 kilometers per hour. Defense Minister Yevhenii Khmara and President Volodymyr Zelenskyy both verified the return to pre-restriction performance levels on Telegram, noting that the stable connection is critical for troops, logistics, and frontline communications. According to Ukrainian presidential adviser Serhiy Beskrestnov, the commercial version of Starlink is physically incapable of supporting long- and medium-range attack drone operations, which generally rely on faster speeds enabled by Starshield.

The connection limitations had forced the cancellation of several military missions and complicated efforts to intercept incoming Russian attack drones. While Ukraine utilizes both civilian Starlink terminals for coordination in remote areas and military Starshield units for real-time targeting and interceptor drone operations, neither network is authorized for use by Russian forces.

Diplomatic Standoff Over Energy Infrastructure Strikes

The restrictions coincided with a tense diplomatic standoff between Zelenskyy and U.S. President Donald Trump regarding Ukrainian drone strikes on oil refineries inside Russia. Kyiv has argued that the refinery strikes are necessary to degrade Moscow’s war economy, while the White House raised concerns over rising global fuel prices. Trump told reporters on Friday that he had instructed Musk to restore the service, having previously denied issuing any direct order to limit connectivity in Ukraine.

Musk did not disclose why SpaceX chose to implement the service changes last week. Reporting by The Wall Street Journal and Reuters noted that both the Biden and Trump administrations have previously approached SpaceX to toggle Starlink services across conflict zones, including Ukraine and the Middle East.

The most important thing today is that Starlink and Starshield operations have been restored to the speeds we had before the restrictions. The speeds are now where they need to be. The restoration began overnight, and by this morning, speeds were already sufficient. This matters:… pic.twitter.com/qxBtluSD3G

The speed limits on Starlink and Starshield are still there. The speed has not been restored. And the delivery of interceptors to protect us against Russian ballistic missiles is still delayed. We’re waiting for interceptors that were already agreed on. But they are still not… pic.twitter.com/LeP1kBkpYw
