Electric Scooters: License Plate & Insurance Now Required in Puglia

Italy will require electric scooters to be registered and insured starting May 16, 2026, according to a decree published in the Official Gazette on March 18, 2026. The latest regulations aim to address safety concerns and clarify liability related to the increasing apply of these vehicles.

The mandate applies to “prevalentemente elettrica” (predominantly electric) scooters and requires owners to display a non-removable plastic adhesive, often referred to as a “targhino,” on the rear fender or the front steering column. The registration process, managed through the online “Gestione pratiche online” platform, is open to all citizens over the age of 18. Individuals aged 14 to 18 must have their applications submitted by a parent or legal guardian.

The cost of the registration adhesive is €8.66. While the adhesive is linked to the owner’s tax code (codice fiscale) and not the scooter itself – as scooters lack a chassis number or registration in the national vehicle registry – owners are responsible for ensuring compliance, even if the scooter is used by others. Owners who sell their scooters retain the registration tag to transfer to a new vehicle.

Alongside the registration requirement, owners must also obtain liability insurance (RC) to cover potential damages to third parties. The cost of insurance varies and has not been specified in the initial regulations. Failure to comply with the new rules will result in fines ranging from €100 to €400.

The decree follows a 2024 reform of the Italian Highway Code and fulfills a commitment made by Minister Matteo Salvini. The regulations were developed by the General Directorate for Motorization and utilize the Istituto Poligrafico e Zecca dello Stato for the production of the registration adhesives. The adhesives feature six alphanumeric characters on two lines, printed in black on a white background, and measure 50x60mm.

The 60-day transition period initiated on March 18, 2026, concludes on May 16, 2026, after which enforcement of the new regulations will begin. The Motorization Directorate has not yet announced details regarding appeals processes or exemptions for specific scooter models.
