Dia.ai: Ukraine’s First State AI Assistant Launches

ukraine Launches Dia.ai, a National‍ AI Agent for Government Services

Kyiv, Ukraine – July ​18,‍ 2024 – Ukraine’s Ministry of Digital Change has launched ‌Dia.ai, ​a new artificial intelligence agent designed to streamline ‍access to public services. Currently in open beta, Dia.ai aims to become a single point of access for all services available ⁣on the Diya portal, ⁣beginning with income certificates.

Unlike customary systems that retrieve pre-written answers, Dia.ai utilizes generative⁢ AI⁢ to create unique responses to user queries. The agent analyzes keywords, ⁢scenario, adn context to formulate answers‌ based on its knowledge base – ⁣functioning more like a educated expert than an encyclopedia. This allows for flexible and adaptable responses, though‍ the quality is dependent on the clarity ⁣of the user’s request.Dia.ai is powered by Google’s Gemini 2.0 Flash model, trained on internal data from Diya and related platforms including Diya.Business and Diya.Education.‌ The system operates on a hybrid infrastructure, utilizing both the diya’s ‌internal on-Premise infrastructure and Google Cloud, with data from state registers protected from access by the‍ Google Cloud model. A “Guardrail” filter is also implemented to⁣ block perhaps harmful content.

According to the Ministry, the long-term goal is to build a digital state that proactively responds to citizen needs, making​ public services as accessible as⁣ ordering a taxi. Users are encouraged ⁢to provide feedback on Dia.ai’s performance to help refine​ the system as it continues to learn.
