DHET-China Youth NEET Programme: 45 Scholars Begin Studies in China

March 21, 2026 Priya Shah – Business Editor Business

Forty-five South African students have begun studies in China as part of the Department of Higher Education and Training (DHET) China Youth NEET Programme, following a welcoming reception upon their arrival. The program, fully funded, targets young South Africans not currently in education, employment, or training – a demographic known as NEET.

The initiative, detailed in recent reports, aims to provide educational opportunities in China for South African youth. According to announcements, the program is designed to equip participants with skills and knowledge to enhance their employability upon returning to South Africa. The program’s focus is on addressing youth unemployment and skills gaps within the South African economy.

The DHET China Youth NEET Programme for 2025/2026 builds on previous collaborations between South Africa and China in the realm of education and skills development. The program’s structure and specific fields of study for the 45 recipients have not been publicly detailed, but the initiative is intended to offer a range of academic disciplines.

Details regarding the selection process for the scholarship recipients have not been released by the DHET. However, the program is specifically geared towards young South Africans who meet the NEET criteria, suggesting a targeted recruitment strategy focused on those facing barriers to employment and education.

The program’s long-term impact on youth unemployment in South Africa remains to be seen. The DHET has not yet announced plans for follow-up studies to assess the career trajectories of program graduates. Further details regarding the program’s curriculum and institutional partnerships in China are expected to be released by the DHET in the coming months.
