Delhi Lockdown: Thousands Deployed as ‘Cockroach Party’ Protests CEC

New Delhi authorities deployed over 20,000 security personnel and detained hundreds of protesters on October 10, 2026, as the capital braced for a youth-led demonstration against Chief Election Commissioner Gyanesh Kumar. The sweeping security crackdown brought widespread transit restrictions, canceled trains, and shut down dozens of metro stations across the heart of the national capital.

Thousands of Police and Paramilitary Deployed Across New Delhi

The capital’s lockdown arrived ahead of a planned protest organized by the youth-led Cockroach Janta Party, which demanded the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the electoral roll revision process. Delhi Police denied permission for the demonstration, citing security considerations and procedural requirements. In preparation, the Centre deployed more than 20,000 personnel drawn from the police and Central Armed Police Forces to maintain law and order. Barricades went up near India Gate and Jantar Mantar, while Rapid Action Force units patrolled central zones to block protesters from reaching designated gathering points.

High-Profile Detentions Target Movement Leaders and Supporters

Separately, a team of roughly 50 police officers detained YouTuber and government critic Dhruv Rathee from his Gurugram residence in Sector 56. Rathee had returned to India from Germany and announced his intention to join the demonstration via a video posted on his X account on Friday evening. According to the CJP, at least 10,000 people, including demonstrators traveling by train from various parts of the country, faced detention across multiple states.

Voter Roll Overhaul Sparks Nationwide Outrage

The escalating confrontation stems from intense public anger over the Election Commission of India’s special intensive revision of electoral rolls, an exercise that began in 2025 and resulted in the exclusion of more than 133 million names from draft rolls. Opposition parties, civil society groups, and critics argued that the overhaul disproportionately impacted marginalized and minority communities while potentially disenfranchising legitimate voters to the advantage of the ruling Bharatiya Janata Party. Earlier citizen marches organized by student groups also ended with hundreds of arrests near Ashoka Road.

Security Measures Paralyze Transport Across Central Delhi

The heavy security posture paralyzed normal municipal functions across central Delhi, affecting millions of commuters and travelers. Transport links experienced severe disruptions as authorities restricted vehicle movement around Connaught Place, Parliament Street, and Jantar Mantar. While officials carried out mass preventive detentions and shut down metro access points, movement leaders vowed that state intervention would fail to extinguish their campaign.

Wider Clashes, Arrests and Protests Across the Capital

The protests, which entered their third consecutive day during earlier student-backed demonstrations, ended with at least 500 people being detained as police blocked marchers from proceeding towards Jantar Mantar. Demonstrators started their procession roughly around 4 p.m. leaving Andhra Bhavan on Ashoka Road, only to encounter heavy police barricades and personnel blocking their path at the Shangri-La intersection, situated roughly 1.5 kilometres away. Elsewhere, police personnel were seen pushing a male protester into a bus with his head pressed down. A woman journalist who had alleged sexual harassment and manhandling by a police officer while covering Saturday’s protest was among those detained on Sunday after returning to the protest a day following her complaint. Slogans of Delhi Police murdabad and Gyanesh Kumar chor hai rang out as protesters carrying banners and placards confronted the police. Authorities used at least 10–15 buses and vans to take detained protesters away from the area, and during one confrontation, protesters broke the rear window and pane of a detention bus, allowing several to jump out. The demonstrations drew 83-year-old screenwriter and director Saeed Akhtar Mirza, who arrived in a wheelchair to take part and declared, These children have faced so much. History is being created and I want to be a part of it, alongside his remark that This regime is corrupt, communal and criminal. It should go. Aditi, who had previously lodged a sexual harassment complaint concerning the Saturday demonstrations, came back to the site and stated, I am back at the protest today. I do not care if I am detained or if they try to do anything. I feel whatever is happening is not right, and we have to fight. If we will not, then who will? AISA president Neha found herself taken into custody for a third straight time, noting, If we are repeatedly detained for protesting at a designated protest site, then returning to that place and reclaiming our right to protest is also our right. Commenting on the situation via X, CJP leader Abhijeet Dipke remarked, The dictator would rather shut down the entire national capital and inconvenience millions of citizens than allow a peaceful protest at a designated protest site, while also asking, Imagine how many lives would be affected because of this shutdown by Modi. Neha Bora, who has stepped forward as a prominent voice in the ongoing demonstrations, stated, You can detain the people — you cannot detain the movement. Visitors utilizing SafeAbroad were instructed to steer clear of all demonstration zones and follow official law enforcement instructions, while the police have not issued a reply to the party’s broader accusations regarding mass detentions.
