October 21, 2026 Emma Walker – News Editor News

On Tuesday, October 20, 2026, acting Venezuelan President Delcy Rodríguez delivered 500 temporary housing units in Ciudad Caribia to families displaced by the double seismic event that struck the region on June 24, 2026, EL UNIVERSAL reported.

The handover marks a major operational push under the government’s temporary housing directive, which targets the complete clearance of all emergency camps by the end of December 2026. The initial group of recipients includes families who had been sheltering in tents managed by the United Nations System in Venezuela.

Delivery of Initial Housing Units and Infrastructure Metrics

The newly delivered housing structures span a surface area of 36 square meters each, as detailed by Diario Primicia. Each unit consists of two bedrooms, a kitchen, and air conditioning units, along with full access to standard basic services.

During the same inspection tour, National Assembly President Jorge Rodríguez, who serves as the head of the General Staff for Temporary Camps, outlined the rapid construction velocity currently underway in the development. As reported by Globovisión, the assembly projects the completion of 700 units within 32 days, maintaining an average construction rate of approximately 200 transitional homes per day until reaching a total capacity of 6,000 family units.

To ensure community livability beyond simple shelter, the urban development incorporates recreational amenities. According to Globovisión, every terrace features a newly installed children’s park alongside a newly constructed basketball court and soccer field.

Correo del Orinoco added that basic municipal services in the sector are fully functional, while roadway construction is currently between 95% and 98% complete, featuring finishing touches on bicycle lanes, pedestrian walkways, and vehicular access roads.

Expansion Plans and the December Camp Clearance Target

During her address to the relocated residents, acting President Delcy Rodríguez stated her timeline for emptying the emergency sites. “The idea is that from here to December nobody should remain in the camps,” she asserted, according to Correo del Orinoco. The broader execution plan relies on finalizing 4,000 censused homes alongside the 2,000 units actively under construction.

Parallel to the Ciudad Caribia project, other regional initiatives are absorbing displaced populations. Últimas Noticias reported that the Plan Venezuela Renace has facilitated housing access for 58 families from La Guaira. Through the Banco del Tesoro and the Superintendencia de las Instituciones del Sector Bancario (Sudeban), social credits and financing have been awarded to families previously residing in temporary camps such as José Gervasio Artigas in Propatria and Rafael Napoleón Baute in Petare, as well as individuals from Tanaguarenas, Catia La Mar, Caraballeda, Playa Grande, and Caribe.

The state-led relocation effort is moving another 740 families out of emergency tents over the course of the active weekend.
