Dangote Refinery Extends IPO Period to Broaden African Access
Africa’s richest person, Aliko Dangote, has extended the initial public offering application period for the Dangote Petroleum Refinery and Petrochemicals complex by two weeks to October 27, aiming to broaden retail investor participation across the continent. Reuters reported that the Nigerian Securities and Exchange Commission approved the extension for the share sale, which originally opened on September 14 and was scheduled to close on October 13.
Expanding Access Across African Capital Markets
The share sale seeks to raise between $1.6 billion and $2.1 billion to fund the expansion of the Lagos refinery, with management targeting up to 10 million retail investors in Nigeria and other African markets.
Uganda’s Capital Markets Authority approved the promotion and distribution of the refinery’s securities to local investors. Meanwhile, global depositary receipts have been made available to investors in Kenya and Botswana. Business Daily detailed that investors in Kenya can acquire global depository receipts through arrangements with accredited brokers and Renaissance Capital, the lead sponsoring broker for the programme, with trading set to commence on the Nairobi Securities Exchange.

Regulatory and Logistical Hurdles in Cross-Border Trading
The prospectus showed the share sale was not registered as a public offering outside Nigeria. Investors outside the home market must rely on local regulations or access the offering through a limited number of eligible online investment platforms.
Chief Executive David Bird stated that the extension would provide prospective investors with necessary time to complete account-opening procedures, identity verification checks, and other regulatory requirements. Richmond Bassey, chief executive of Nigerian financial technology platform Bamboo, told Reuters that the platform registered a 350% surge in new accounts in the week before the IPO opened, describing the retail rush as a tsunami rather than a wave.
Amortized Funding and Scale for Future Capacity
Dangote Industries launched the share sale to finance an expansion plan designed to double the Lagos facility’s processing capacity from 700,000 barrels per day to 1.4 million barrels per day by 2029. The offering could value the refinery close to $50 billion, positioning it among the most significant listings in African capital markets.
Allotment of units in the Kenya global depository receipt offer will occur on November 11, with settlement running from November 12 to December 2, 2026. The receipts will trade on the Nairobi Securities Exchange starting December 8.
