Rosario Implements New ⁢’Regret Button‘ Regulations for Online Shoppers Ahead ⁤of Cyber Monday

Rosario’s Municipal Consumer Office (WTO)⁤ announced ‌today ⁤a new provision regarding the “Regret Button” for online ⁣purchases, designed ‌to protect consumers during events like ‌the‌ upcoming Cyber Monday 2025. Provision 954/2025, issued ⁤by the Undersecretariat of Consumer Defense and published September 4, 2025, in the Official Gazette, updates ⁢regulations concerning the right of ‌repentance and cancellation of remotely contracted services.

The new rules require ‍all ‍websites and applications selling ‍goods⁣ or services online to prominently display two buttons: a “Repent Button,” allowing cancellation‌ of online⁤ purchases ⁣within 10 calendar days of product ‍delivery⁢ or contract signing, and a “service Cancellation Button,” enabling direct termination of digital contracts without administrative hurdles. The regret‍ button inherently ⁣includes the right to cancel services.

Suppliers ‍must confirm “repentance” requests within 24 hours, providing users with a registration number or code. The regulations address specific cases for shows and tourist services, requiring orders be placed at least 24 hours prior to the event or service start. exceptions apply to personalized, ⁤perishable products, or already-downloaded digital content.

“During events like Cyber Monday, the volume of online purchases and also complaints increases,” explained Solange Bobbett, head of‍ the Municipal Consumer office. “It ⁤is ⁣key that consumers know how the Regret button‍ and the Cancellation Button work: ⁤it is a right that guarantees a safe purchase and the possibility⁣ of⁤ reversing a decision without obstacles.”

The WTO also advises consumers to verify ⁣website authenticity and security, carefully review purchase conditions before confirming, and ‍retain receipts, screenshots, and claim numbers.

Residents with questions or complaints can contact⁤ the Municipal Consumer Office at Córdoba 852,⁣ Monday to Friday from 8:30 a.m. to 4:00 p.m., or⁣ via email at oficinaconsumidor@concejorosario.gov.ar.
