san Diego Launches new Safe Parking Program for Homeless Individuals and Families
San Diego, CA – A new initiative providing safe overnight parking, meals, and access to vital resources is now available for individuals and families experiencing homelessness in the Grantville area. The program, announced today, aims to offer immediate support while long-term affordable housing solutions are developed.
The safe parking program will operate on county-owned land slated for future affordable housing construction, anticipated to begin in late 2026. Currently, the lot will accommodate 20 vehicles overnight, providing a secure location for those living in their cars.
This Grantville location is the County’s latest effort to expand emergency housing options, recognizing the diverse needs of the homeless population. Dijana Beck, director of the County Office of Homeless Solutions, emphasized this point, stating, “Everyone’s journey into homelessness looks different and so will their journey out of homelessness. Based on that understanding, as well as input from the community and people with lived experience, the County has established a variety of emergency housing options, including safe parking, so that we can meet the diverse needs of people experiencing homelessness.”
Dreams for Change will operate the program, providing case management and housing navigation services to participants referred by the County’s outreach team. These services will focus on connecting individuals with employment opportunities, healthcare, social services, and flexible funding to overcome barriers to stable housing.
This marks the third safe parking program established by the County and managed by Dreams for Change. the bancroft Safe Parking program, offering 27 spaces, opened in Spring Valley in August 2024. The Magnolia location, with 17 spaces, is currently undergoing renovations to enhance facilities for both staff and residents, including bathroom upgrades, the addition of a shower facility, new picnic and meeting areas, and a dedicated dog run. Renovations are expected to be completed later this month.

Understanding Safe Parking Programs and Their Role in Addressing Homelessness
Safe parking programs represent a growing strategy in the effort to combat homelessness, particularly in regions with high rates of vehicle residency. These programs offer more than just a place to park; they provide a crucial bridge to stability for individuals and families who find themselves living in their cars.
Benefits of Safe Parking Programs:
- Safety and Security: A designated, monitored parking area reduces the risks associated with sleeping in public spaces.
- Access to Resources: Programs often connect participants with case managers, housing assistance, and other essential services.
- Improved Health and Well-being: Access to restrooms, showers (in some locations), and regular meals contributes to better hygiene and overall health.
- Pathway to Housing: The ultimate goal is to help participants secure stable housing through navigation and support services.
While safe parking programs are not a long-term solution to homelessness, they provide a vital safety net and a stepping stone towards self-sufficiency. They are often implemented as an interim measure while more permanent housing options are developed, demonstrating a commitment to addressing the immediate needs of vulnerable populations.
